Production of Video for collected immaterial cultural heritage.  

1. Background

SOYDAVO is a local non-governmental organization (LNGO) with its headquarters in Burao, Somaliland, and regional sub-offices in Hargeisa and Erigavo. SOYDAVO is engaged in multi-sector activities: education for vulnerable groups, economic development and livelihood support, protection of child and women’s rights, peacebuilding and reconciliation, psychosocial recovery and water, sanitation and hygiene (WASH) activities and culture and peace promotion. SOYDAVO's activities support the collection of relevant cultural material and immaterial heritage in Togdheer but benefit the Somaliland population and facilitate the creation of artistic talent shows calling for the active participation of various communities in Somaliland and the preservation of tangible and tangible cultural goods and services. Other activities include cultural training on cultural dances, painting, singing and poems, rehabilitation, identification and recording of material and immaterial cultural items, and using recorded cultural items (songs and poems) to promote peace and cohesion in Somaliland.

SOYDAVO intends to implement a project in the Eastern region of Somaliland, Togdheer, and Sanaag regions. The project seeks to address three key gaps in the tangible and intangible creative cultural goods: (i) the continuous loss of culture among the young generation due to the lack of skills, knowledge and sharing limitations, (ii) rural-urban migration leads to loss of creative and cultural goods and services, and (iii) the fear of losing artefacts due to the lack of refining and recording. To address this, SOYDAVO intends to undertake a raft of activities mainly: (i) Capacity Building to the Youth on Cultural Preservation and Mentorship, (ii)Collection and Refining Tangible and Intangible Culture and (iii)Collection of tangible artefacts from rural areas and place them in museums to protect from loss.

SOYDAVO is looking for a video production company to record 10 videos of the collected immaterial cultural heritage.  the recording will take place in both Burao and Erigavo districts.

1. Objectives:

The major objective of this assignment is to produce 10 videos for the collected immaterial cultural heritage in Togdheer and Sanaag districts. The specific objectives are as follows:

• Produce quality videos of the collected immaterial cultural heritage meeting the optimal standard..
• Visit the project working districts during recording videos.
• Produce the FINAL professional quality videos ensuring that content are well edited, documented, and ready to be shared.
• Provide the promotion platform for broadcasting the videos for wider dissemination.

1. Responsibilities

4.1.  Responsibilities:

• Review the project's relevant and required documents,
• Travel to the targeted project areas
• consent (PIC) with those individuals and communities who will be included in video footage.
• The consultants should use their own HD quality video camera and professional editing software for recording and editing.
• The documentary should be in the Somali language with subtitles in the video wherever required and should include donor logos.
• Prepare draft video documentaries and submit them to SOYDAVO for final review and feedback.
• Finalize, submit and publish the videos as per the feedback provided by SOYDAVO.

1. Timeline and Framework

The assignment is expected to start by July 2023 and conclude by December  30, 2023 (With final deliverables). The Consultant may be an individual or a firm. 

1. Consultant Qualifications and Expertise 

The consultants are expected to possess the following qualifications:

• At least five years of experience in video-documentary/video editing.
• Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high-quality production. 
• Experience in working with NGOs.

1. Budget

• Detail of costs with number of days and schedule, to be submitted from a consultant.
• The budget for this assignment will be as per the organization's procurement policy and tax will be deducted as per the government policy.

1. Payment Modality

The payment will be made in three installments.

• 40 % payment upon signing the contract and submission of the inception report.
• 40% after completion of the production of 6 videos.
• 20% after the completion of the final 4 videos.

1. Proposal Submission Details:

The potential and interested consultant must submit technical and financial proposal with the description of their experience, as well as a portfolio of their previous works. Following documents are expected to receive as technical and financial proposition within 10 days of date of announcement.

• Technical and financial proposal, budget, and expression of interest;
• Work plan including proposed timeline;
• CV of lead and team  member
• Samples of the previous work done
