Job Title: Team Leader – Skills and Education Expert

Location: Southwest State of Somalia
Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba”

Job Summary

The Team Leader will oversee the implementation of Component 1 of the Rajo Kaaba Project in Southwest State of Somalia. This role involves leading a multidisciplinary team to deliver a 24-month integrated education and vocational training program for 7,000 youth (6,000 women and 1,000 men). The Team Leader will ensure the program meets its objectives of improving literacy, numeracy, life skills, and vocational competencies among marginalized youth, especially women, and will be responsible for strategic planning, coordination, quality assurance, and stakeholder engagement.

Please note: This position is contingent upon successful funding and award of the Somalia Empowering Women through Education and Skills “Rajo Kaaba” proposal. Your CV, if shortlisted, interviewed, and are successful will be submitted as part of this proposal to the donor.

Responsibilities and Tasks

R1: Program Delivery

·       Lead the planning, execution, and quality assurance of the  24-month education and skills training program.

·       Ensure alignment of program activities with the objectives of the Rajo Kaaba project and government guidelines.

·       Oversee the adaptation and delivery of literacy, numeracy, life skills, and vocational training curricula.

·       Coordinate with MoECHE and Southwest State Ministry of Education for curriculum review and approval.

·       Ensure the delivery of high-quality training in literacy, numeracy, life skills (e.g., reproductive health, digital skills, climate change, financial literacy), and vocational skills (e.g., childcare, fisheries, community health).

·       Support the identification of employment and entrepreneurship pathways for graduates.

·       Ensure the use of accessible and safe learning environments, leveraging existing public facilities where feasible. 

R2: Coordination and Engagement

·       Serve as the primary liaison between the CARE and government stakeholders (FGS and FMS).

·       Coordinate with curriculum experts, TVET specialists, GBV officers and other program staff to ensure a cohesive and contextually relevant program.

·       Facilitate collaboration with local institutions, employers, and community leaders to support program delivery and sustainability.

R3: Financial Management

·       Oversee budget planning, expenditure tracking, and financial reporting in line with donor and government requirements.

·       Ensure cost-effective use of resources and compliance with financial policies and procedures.

·       Support the preparation of financial reports for monthly and quarterly submissions.

R4: Monitoring and Evaluation

·       Lead the design and implementation of M&E frameworks, including baseline, midline, and endline assessments.

·       Monitor program performance against key indicators such as enrolment, attendance, learning outcomes, and employment rates.

·       Ensure timely and accurate data collection, analysis, and reporting to inform decision-making and continuous improvement.

 

R5: Staff Management

·       Mentor and manage a multidisciplinary team of experts and support staff.

·       Conduct regular performance reviews and provide capacity-building opportunities.

·       Foster a collaborative and inclusive team culture that promotes accountability and innovation.

 

R6: Accountability and Safeguarding

·       Ensure adherence to safeguarding policies and procedures, particularly in relation to working with vulnerable populations.

·       Promote a culture of transparency, respect, and ethical conduct across all program activities.

·       Implement mechanisms for feedback and grievance redressal from beneficiaries and stakeholders.

Working Conditions

·       Based in Baidoa, the position requires some level of traveling to project sites in Baida and Afgoi.

Skills and qualifications

Qualifications and Experience

Education:

·       Master’s degree in education, economics, public health, Engineering or a relevant discipline.

Experience:

·       Minimum of 10 years of experience. The experience should include the following:

o   Experience in managing education programs for adults and young women.

o   Experience in overseeing programs that provide education and skills training to adult learners and young women. This could include managing projects that aim to improve the education and skills of these target groups on a large scale. For instance, the candidate may have worked on a project that provided vocational training to women in rural areas, helping them acquire new skills and improve their employment prospects.

o   Expertise in designing and implementing education programs specifically for women and young girls.

o   In-depth knowledge and skills in developing and implementing educational initiatives that cater specifically to the needs and challenges faced by women and young girls. This could involve creating programs that address gender disparities in education, promote girls' access to education, and empower women through education and skills development.

o   Proficiency in evaluating programs and materials, establishing student support systems, implementing assessment strategies, and managing administrative systems.

o   Proficiency in English language, knowledge of Somali language will be an added advantage.
