Position Title: TVET PROJECT MANAGER
Location: Vocational Skills Center, Galdogob and Bursaalah.
Duration of Contract: 14 months.
Reporting to: JRP project Director.
Contract Type: Full-time.
SDC BACKGROUND
Salaam Development Center (SDC) is an independent, nonprofit, and nongovernment organization that provides project management services and research & development solutions, in the thematic focus area of livelihoods and climate changes, social development, protection, and good governance based in Garowe-Puntland- Somalia.
The Climate Resilience Programme for Food Systems project- JRP, for Resilience and Food Security Enhancement falls. Under the food system sector. The project will aim to improve household and community resilience, enhance food security, and strengthen government and community systems to deliver effective livelihood services in the Galdogob district Mudug region of Somalia.
In Galdogob and Bursalah, beneficiaries will learn the most marketable vocational skills within the Bursalah and Galdogob districts based on findings from a market assessment conducted by SDC. Ultimately, the project aims to enable beneficiaries to utilize these skills to earn a living by starting their businesses and micro-enterprises after training. This approach aims to foster self-reliance by applying acquired skills into practice.
JOB DESCRIPTION:
The Project Manager will oversee the implementation and coordination of the Vocational Skill Training Program aimed at enhancing employment opportunities for youth in Bursaalah and Galdogob. The role involves managing all aspects of the project cycle, ensuring timely completion of project deliverables, and maintaining compliance with both local and international standards.
DUTIES & RESPONSIBILITIES:
1. Project Planning and Design:
· Develop detailed project plans that include timelines, budget allocations, and resource requirements.
· Design vocational training curricula in collaboration with educational experts and local stakeholders.
2. Team Management:
· Lead, and manage project staff and trainers, ensuring they are effectively contributing towards project goals.
· Conduct performance evaluations and provide continuous professional development opportunities for team members.
3. Stakeholder Engagement:
· Build and maintain relationships with local communities, government agencies, and international donors.
· Facilitate stakeholder meetings and workshops to ensure project alignment with community needs and expectations.
4. Monitoring, Evaluation, Accountability, and Learning Support:
• Implement a robust monitoring and evaluation framework to assess the impact of vocational training programs.
• Regularly report project progress to the Regional Director and donors, adjusting strategies as necessary to achieve project outcomes.
• Manage database to ensure accessibility and reliability of information
• Support compliance with agency and donor MEAL requirements
• Provide input to MEAL system design and review discussions
• Supervise quality data collection and management activities
• Lead simple analyses and reflective discussions on ongoing monitoring data
• Contribute initial findings and field-based insights to project discussions.
6. Risk Management:
· Identify potential risks related to project implementation and devise mitigation strategies.

· Develop strategies to ensure the sustainability of the training programs post-project completion.
· Plan and execute an effective exit strategy to transfer ownership to local stakeholders.
Skills and qualifications
Required Background and Experience:
· Master’s degree in Education, Business Administration, Project Management, or related field.
· At least 5 years of experience in managing educational or vocational training projects.
· Strong leadership and team management skills.
· Excellent interpersonal and communication skills, capable of working in a multicultural environment.
· Proficient in project management software and financial management tools.
· Fluency in English is required; knowledge of Somali is highly advantageous.
· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
