Vacancy MEAL Expert VNG International – Puntland State, Somalia
VNG International has a vacancy for a Monitoring, Evaluation and Learning (MEAL) Expert for the DANWADAAG and SDLG programme in Puntland State, Somalia.
The MEAL Expert VNG International is looking for will work for the two programmes that we are currently implementing in Puntland State, Somalia: DANWADAAG and Sustainable Development through improved Local Governance (SDLG).
DANWADAAG
“Improving the social contract through inclusive and transparent Disaster Risk Management”
The DANWADAAG programme is implemented by a consortium that consists of four organisations, namely VNG International (lead), CARE Netherlands, Free Press Unlimited and MediaINK.
DANWADAAG aims to increase government legitimacy through efficient and effective disaster risk management (DRM) based on access to information, inclusive policies and services. DRM is approached as a channel to improve the social contract between communities and public authorities.
The outcomes are centred around the programme’s four target groups:
- Communities can contribute to inclusive and transparent DRM through equitable;
- CSOs have the legitimacy and capacity to contribute to inclusive and transparent;
- Public authorities have the legitimacy and capacity to coordinate and implement inclusive and transparent DRM;
- Media have the capacity to contribute to inclusive and transparent DRM through disseminating relevant information and creating spaces for inclusive dialogue between public authorities, civil society and communities.
DANWADAAG is financed by the Embassy of the Kingdom of the Netherlands in Nairobi and will run until 31 March 2025.
Sustainable Development through improved Local Governance
The SDLG programme is a strategic partnership between VNG International and the Ministry of Foreign Affairs in The Netherlands that runs from January 2022 to December 2025. The overall objective of this programme is to enable local governments to shape a more sustainable future. It will be implemented in at least 8 countries, divided over 4 specific themes. One of the countries where the programme will be implemented is Somalia. The overall objective of the programme in Somalia is to strengthen the social contract between local authorities and youth through Inclusive Local Economic Development (ILED). The idea behind this approach is that local governments who are able to better fulfil their mandate in promoting ILED will gain more trust from citizens, thus strengthening the social contract, which in the long run should lead to more legitimate stability.
In line with this objective, the project will focus on four specific outcomes:
- Improving local capacity to promote ILED within targeted pilot districts in Puntland State, Somalia
- Elevating inclusive and accountable (female) leadership within targeted pilot districts in Puntland State, Somalia
- Empowering youth in targeted pilot districts in Puntland State Somalia to promote ILED
- Enhancing intergovernmental coordination for ILED
Responsibilities
The MEAL Expert is responsible for the continuous assessment of the performance and quality of both programmes with the goal to improve current and future outputs, (intermediary) outcomes and impact. Next to identifying the (intended and unintended) results of the DANWADAAG and SDLG programme, the MEAL Expert is responsible for promoting the visibility of both programmes through attractive and effective means of communicating results in relation to the programmes’ objectives.
In practice, this implies that the MEAL Expert will be responsible for the quality implementation of the Monitoring, Evaluation and Learning Plan of both programmes, as well as the Communication & Visibility (C&V) Guidelines. The position requires frequent consultation and coordination with consortium partners regarding Monitoring, Evaluating and Learning and Communication & Visibility events and deliverables.
Overview of main tasks:
- To lead and coordinate Monitoring, Evaluation and Learning on behalf of VNG International for the consortium
- To execute the MEAL Plan and MEAL Agenda
- Leading the preparation and implementation of local monthly meetings, MEAL workshops, measurements, analyses and assessments, evaluations etc.
- Conducting Outcome Harvesting exercises
- Conducting baseline, midline and end-line assessments
- Performing data analysis
- Results reporting in line with Results Framework (output, intermediary outcome, outcome and impact level)
- Reviewing Theory of Change and Results Framework
- Managing AKVO RSR for IATI compliance
- Ensuring knowledge is stored, accessible and shared for learning purposes
- To (help) develop reports and plans
- To ensure coherence and complementarity of deliverables amongst the consortium partners and respective outcomes
- To ensure timely and quality deliverables on the side of all partners in line with donor (reporting) requirements
- To provide MEAL capacity-building services and/or support to consortium partners, staff, experts, enumerators and other relevant stakeholders when needed
- To comply with and execute the C&V Guidelines
- To promote the visibility of both programmes via different (online) tools, means and products
- To promote the communication about (intended and unintended) results, incl. capturing emerging changes
Skills and qualifications
We are looking for someone who meets the selection requirements set out below.
Education:
- Minimum University degree (Master’s or equivalent) in a relevant discipline (International Development, Social Science, Public Administration, Political Science or equivalent);
- Educational degree in Monitoring, Evaluation and/or Learning will be an asset.
- Educational degree in communication, media and/or marketing will be an asset.
Professional experience:
- A minimum of 7 years of professional experience in the design and/or implementation of development programmes, in the field of local governance, LED and/or DRM, and preferably (partly) funded by The Netherlands;
- A minimum of 5 years of professional experience in supervising monitoring, evaluation and learning within development programmes;
- Proven experience in developing narrative and visual communication materials (online-based and paper-based).
- Relevant working experience in Somalia will be an asset.
Skills:
- Management skills
- Excellent data analysis and statistic skills and knowledge of tools for qualitative and quantitative data;
- Excellent evaluation skills (interviews, surveys, focus-group discussions etc.);
- Excellent communication and storytelling skills;
- Excellent verbal and written competency in English and Somali;
- Ability to plan and coordinate pro-actively and work in an organized and independent manner;
- Ability to work under pressure and handle stress;
- Gender and conflict sensitivity, intercultural sensitivity in the scope of work;
- Must adhere to set security standards;
- Ability to work in and contribute to team building environment;
- Computer literate (Microsoft Office, Teams, Zoom, common online project management and statistical packages/software like KOBO, SPSS).
