TOR for Vocational Skills Training
- Background
Islamic Relief Somalia is an international humanitarian organization that has been working in Somalia since 2006. Islamic Relief Somalia is committed to achieving its core vision of caring world where basic requirements of the needy are met. Islamic Relief’s goal is to provide vulnerable communities in Somalia with access to basic needs including water, sanitation, education, and health facilities to IDPs and other vulnerable groups.
IRS is currently implementing Livelihood Opportunities for Yemen Refugees in Puntland (LYP) in Qardho district in Bari region with generous fund from IR Canada. The project aims to improve food security and livelihood conditions of the Yemenis households in Qardho district through the provision of cash assistance and skills development to create employment opportunities for the Yemeni Refugees.
IRS is currently planning to empower the Yemenis people in Qardho through the improvement of their vocational skills and provision of start-up capital to improve their daily income and to become able to resist the impact of natural disasters such as droughts and floods as well as the market inflation issues. To achieve this goal IRS is planning to conduct three months of TVET training for 60 people.
- TVET Training Topics:
The TVET training will consist of 4 different sectors:
- Electricity (installation of home electricity and solar system) – 8 out of 60 targeted people will attend this vocational training.
- Plumbing (Installation of the pipes and repairing of the pipes) - 7 persons will attend this vocational training.
- Tailoring and knitting - 21 people will attend this vocational training.
- Cooking food and also making sweets – 24 out of 60 of the targeted people will attend this vocational training.
- Training Objectives
The overall objectives of the training are including:-
- To improve the theoretical knowledge and practical skills of trainees on electricity, plumping, tailoring, and cooking.
- To create employment opportunities for the 60 Yemeni refugees in Qardho.
- To link TVET applicants to Vocational training institutes that provide training with the highest quality and newly acquired skills that they can quickly adapt to the market and sustain their business
- Training Activities
- IRS will conduct 3 months (66 working days) of vocational skills training for 60 Yemeni refugees in Qardho this aimed to improve their skills and knowledge relevant to vocational skills and also will create employment opportunities with them.
- IRS in collaboration with the training institute will conduct vocational skills training on tailoring for 21 persons of the Yemeni refugees in Qardho.
- IRS in collaboration with the training institute will conduct vocational skills training on cooking and making sweets for 24 persons of the Yemeni Refugees in Qardho
- IRS in collaboration with the training institute will conduct vocational skills training on plumbing and electrical for 15 persons of the Yemeni Refugees.
- Training Methodology
- The training methodology will be theoretical and practical sessions.
- Roles and Responsibilities for the TVET Center
- Hire professional trainers for the four kinds of training.
- Develop a course outline for each of the four trainings.
- Conduct pre-training evaluations to gauge the level of skills of the trainees in the respective areas.
- The TVET center will conduct vocational skills training on electricity and plumbing for 15 persons Yemeni refugees in Qardho.
- The TVET will also conduct vocational skills training on tailoring to 21 persons of the Yemeni refugees in Qardho.
- The TVET Center will also conduct vocational skills training on cooking food/making sweets for 24 persons of Yemeni Refugees in Qardho.
- TVET Center will prepare the training report detailing the training proceedings as per the course outline and analysis of the pre and post-training evaluations.
- Conduct post-training evaluation to assess the impact of the training.
- TVET Center will keep the attendance sheets and ensure every trainee fills the attendance sheets or not as well as compiled the attendance sheets for every month and share them with the IRS team.
- Award certificates to all training participants who show a satisfactory level of course completion and proficiency.
- Roles and Responsibilities of the IRS
- IRS will pay the tuition fee for the TVET training on a monthly basis.
- IRS will daily monitor and supervise the vocational skills training activities.
- IRS will provide start-up capital for the targeted people after completion of training.
- Roles and Responsibilities for the Local authorities/Governor/Ministry of the labor
- The government will conduct the monitoring the vocational skills training
- Expected outcome of the Training
- To enhance the knowledge and skills about vocational skills of the Yemeni refugees in Qardho
- To create employment opportunities for the 60 persons of the Yemeni refugees in Qardho
- To train and educate on vocational skills for 60 persons of the Yemeni Refugees.

- Deliverables
- Participants receive certificates of participation for the three-month course in their respective vocational skills/enterprise.
Skills and qualifications
- The requirement of the training institute
The prospective training institute is expected to have the below requirements and submit them:
- The TVET training institute should have a valid registration certificate.
- The training must have been certified by the Ministry of Education to undertake vocational skills training.
- The profile of the institute showing the resources and 5 years of experience and capacity of delivering similar TVET training.
- The training institute should have well equipped training center in Qardho town to facilitate the training.
- The training institute should possess the training materials required for each training/enterprise as well as adequate learning space for teaching and learning
- The TVET Center should have a trainer who is bilingual and know both Arabic and Somali languages to translate session from Somali to Arabic.
- CVs of the training in the different enterprises – tailoring, cooking, making sweets, electricity, plumbing.
- The TVET training institute should possess the training materials required for each training/ enterprise as well as adequate learning space for teaching and learning.
