BACKGROUND OF COMPANY
Bareeda Tuna Factory is a privately owned seafood processing and value-addition company
located in Bareeda Town, Alula District, Bari Region, Puntland State of Somalia. The factory was
established to harness Somalia's rich marine resources by processing high-quality tuna and other
fish products for domestic, regional, and international markets. The facility began operations in
July 2026 and is equipped with modern fish-processing and canning technology designed to meet
international food safety and quality standards.
Strategically positioned at the meeting point of the Gulf of Aden and the Indian Ocean, Bareeda
is one of the most productive fishing grounds in the Horn of Africa, providing reliable access to
premium tuna species. The factory also benefits from its proximity to Yemen and other Middle
Eastern markets, creating strong export opportunities for processed seafood products.
The factory has a processing capacity of 20 metric tons of fish per day, supported by 300–400
metric tons of cold storage, a 15-ton-per-day ice flake plant, and a 4 m³/hour desalination and
water treatment system to ensure continuous production and high hygiene standards.
Bareeda Tuna Factory produces a range of seafood products including canned tuna, fresh chilled
fish, frozen whole fish, and frozen fish fillets. In addition to fish processing, the company
provides essential services such as ice supply to fishing vessels, purified water production, and
electricity services that support local economic development.
The company's vision is to become a leading seafood processing and export enterprise in East
Africa while creating sustainable employment, increasing income opportunities for local fishing
communities, promoting value addition within Somalia's fisheries sector, and contributing to the
country's economic growth through export earnings and industrial development.
2. Purpose of the Position
The Factory General Manager is responsible for providing day-to-day operational and strategic
leadership and ensuring the company's efficient, profitable, and sustainable operation.
The Factory General Manager shall translate the decisions and strategic direction of the Board into
operational plans and shall oversee the entire tuna-processing business, including fish procurement,
production, quality assurance, finance, human resources, marketing, sales, distribution, logistics,
regulatory compliance and business development.
3. Key Responsibilities
The Factory General Manager shall have the following principal responsibilities:
1. Strategic Leadership and Governance
o Develop and implement the company's strategic and annual business plans.
o Implement policies, resolutions and directives approved by the Board.
o Provide regular operational, financial and strategic reports to the Board.
o Identify major business risks and recommend appropriate measures.
o Ensure that management operates within the authority delegated by the Board.
2. Factory Operations and Production
o Provide overall supervision of tuna-processing and canning operations.
o Ensure reliable supply of raw tuna and other production inputs.
o Establish production targets and monitor productivity, wastage, yields and factory
efficiency.
o Ensure proper maintenance of processing machinery, cold storage, generators,
utilities and other factory assets.
o Ensure adequate inventory of cans, packaging materials, ingredients and other
production supplies.
3. Quality Assurance and Food Safety
o Ensure that all products meet applicable food-safety and quality standards.
o Oversee implementation of HACCP, Good Manufacturing Practices (GMP),
sanitation, traceability and quality-control systems.
o Ensure proper testing and monitoring of raw materials and finished products.
o Ensure appropriate controls relating to tuna-specific risks, including histamine,
microbiological contamination and temperature management.
o Maintain systems for product traceability, complaints and product recall where
necessary.
4. Financial Management
o Prepare annual budgets and financial plans for Board approval.
o Monitor revenues, production costs, cash flow, working capital and profitability.
o Ensure proper financial controls, accounting records and expenditure authorization.
o Monitor the cost of raw fish, cans, packaging, labour, transport, energy and other
major production inputs.
o Work with the finance function and external auditors to ensure appropriate financial
reporting.
o Ensure company resources are used efficiently and exclusively for authorized business
purposes.
5. Procurement and Supply Chain
o Develop reliable relationships with fishermen, fishing companies and suppliers.
o Ensure transparent and cost-effective procurement procedures.
o Maintain adequate raw-material and packaging inventories without unnecessary
overstocking.
o Develop appropriate logistics systems for receiving fish and distributing finished
products.
o Reduce supply interruptions and production downtime.
6. Sales, Marketing and Distribution
o Develop markets for Bareeda Tuna Factory products, including the company's canned
tuna products.
o Develop distributor, wholesaler, retailer and institutional customer relationships.
o Establish sales targets and monitor their achievement.
o Recommend appropriate pricing strategies based on production costs, market
conditions and profitability.
o Identify opportunities in Somali and regional markets, including potential export
markets.
o Protect and promote the Bareeda Tuna Factory brand.
7. Human Resources and Management
o Build an effective management and operational team.
o Recommend appointment of senior personnel in accordance with company
governance procedures.
o Establish clear departmental responsibilities and performance targets.
o Ensure staff training, discipline, performance appraisal and professional
development.
o Promote workplace safety and appropriate labour practices.
8. Legal and Regulatory Compliance
o Ensure the factory maintains all necessary licences, permits and regulatory approvals.
o Ensure compliance with applicable company, labour, taxation, fisheries,
environmental, food-safety and commercial requirements.
o Ensure significant contracts are properly reviewed and authorized.
o Immediately report material legal or regulatory risks to the Board.
4. Key Performance Indicators (KPIs)
The Factory General Manager’s performance should be reviewed periodically against measurable
indicators, including production volume and capacity utilization; sales growth; gross and net
profitability; production cost per carton/can; raw-fish yield and wastage; product quality and
rejection rates; food-safety compliance; machine downtime; inventory management;
distributor/customer growth; accounts receivable and cash-flow management; staff productivity;
and implementation of Board decisions.
For a tuna factory, I would particularly recommend that the Board monitor the CEO through a
combination of financial performance + production efficiency + food safety + market expansion,
rather than sales revenue alone.
6. Reporting Requirements
The Factory General Manager should submit a monthly management report covering production,
sales, inventory, procurement, cash flow, expenses, receivables, quality control and major operational
issues.
A more comprehensive quarterly report should be presented to the Board comparing actual
performance against the approved budget and business plan, together with identified risks and
corrective actions.
The Factory General Manager also prepare an Annual Performance and Business Report, including
proposed targets and budget priorities for the following year.
Skills and qualifications
Qualifications and Experience
The preferred candidate should possess a university degree in Business Administration,
Management, Finance, Economics, Food Technology, Fisheries, Engineering or another relevant
discipline. A postgraduate qualification would be an advantage.
The candidate should preferably have 7–10 years of progressively responsible management
experience, with substantial experience in manufacturing, food processing, fisheries, FMCG, supplychain management or a comparable commercial operation. Experience managing a processing factory
would be particularly valuable.
The Factory General Manager should demonstrate strong skills in leadership, financial management,
negotiation, production management, strategic planning, problem-solving, marketing and
stakeholder management, Preferrable Knowledgeable to context and environment of working

The Factory General Manager shall maintain effective working relationships with the Board of
Directors, employees, fishermen and fishing companies, suppliers, distributors, financial
institutions, government regulatory authorities, laboratories, customers and potential
investors/business partners.
9. Confidentiality and Conflict of Interest
The Factory General Manager shall maintain strict confidentiality regarding company finances, pricing,
suppliers, customers, formulas/processes, business strategies and other proprietary information.
The Factory General Manager must disclose any actual or potential conflict of interest and shall not
use the position, company information, property, suppliers or business opportunities for unauthorized
personal benefit.
