MEAL/HMIS OFFICER

1. Background
Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated humanitarian and development programming.
WRRS is implementing an integrated emergency health and nutrition project in Qansax Dheere District, Bay Region, supporting health and nutrition services through 1 MCH and 3 PHUs, together with community outreach activities.
WRRS is seeking a qualified and motivated MEAL/HMIS Officer to support effective monitoring, data management, accountability, reporting and learning throughout the project implementation period.
2. Position Purpose
The MEAL/HMIS Officer will be responsible for establishing and maintaining effective project monitoring and information management systems and ensuring that programme data is accurate, complete, timely and suitable for decision-making and reporting.
The Officer will oversee data collection through facility HMIS systems and community reporting mechanisms, support data analysis, conduct Data Quality Assessments (DQAs), maintain project databases and ensure timely reporting to donors, clusters, ABC and the Ministry of Health.
The position will also support accountability to affected populations through complaints and feedback mechanisms and will contribute to tracking project performance against approved indicators and targets.
3. Key Responsibilities
A. Monitoring, Evaluation and Performance Tracking
- Develop and maintain project monitoring tools and systems in line with the approved project logframe and monitoring framework.
- Monitor progress against project indicators, targets, outputs and outcomes.
- Conduct regular monitoring visits to the facilities and community outreach locations.
- Track programme reach, service utilization, referrals and other key health and nutrition indicators.
- Identify implementation gaps, underperformance and data discrepancies and communicate findings to programme management.
- Support the use of monitoring findings for corrective actions and programme improvement.
- Maintain an updated project indicator tracking system.
B. HMIS and Data Management
- Oversee routine data collection through facility HMIS systems and community reporting mechanisms.
- Ensure health and nutrition data is collected using appropriate MoH, Health Cluster and Nutrition Cluster tools.
- Maintain and regularly update the project database.
- Ensure systematic compilation, cleaning, verification and storage of project data.
- Ensure data is properly disaggregated by relevant variables, including sex, age and disability status, where applicable.
- Support the Health and Nutrition Officer and facility teams in accurate completion of registers and reporting tools.
- Ensure proper documentation and filing of source documents and monitoring records.
C. Digital Data Collection and Information Systems
- Support data collection through KOBO Toolbox and ONA.
- Ensure ONA is appropriately used for nutrition screening, referral tracking, community-based nutrition activities and mass MUAC screening.
- Support use of KOBO Toolbox for surveys, assessments, supervision and monitoring activities.
- Maintain data quality and consistency between electronic databases and facility/community source documents.
- Support the project team in troubleshooting data collection and reporting challenges.
D. Data Quality Assurance
- Conduct routine data verification and quality checks.
- Organize and support periodic Data Quality Assessments (DQAs).
- Conduct record reviews, spot checks and source-document verification.
- Identify data inconsistencies and work with programme teams to correct errors.
- Provide feedback and coaching to facility and community teams on data quality and reporting.
- Ensure reported figures can be traced to appropriate source documents.
E. Health and Nutrition Reporting
- Support reporting of health data through DHIS2 and IDSR, in accordance with national guidelines.
- Support nutrition reporting through standard IMAM reporting tools, ONA reporting platforms and Ministry of Health nutrition reporting frameworks.
- Compile and analyse routine facility and community data.
- Prepare timely monthly, quarterly and other programme reports as required.
- Support preparation of donor reports and responses to donor/cluster information requests.
- Ensure timely reporting to the Ministry of Health, Health and Nutrition Clusters, ABC and other relevant stakeholders.
- Maintain a reporting calendar and ensure reporting deadlines are consistently met.
F. Accountability to Affected Populations
- Support implementation and monitoring of project complaints and feedback mechanisms.
- Ensure community feedback is properly documented, analysed and referred to responsible staff for action.
- Track feedback, complaints and responses and maintain appropriate records.
- Support community consultations and satisfaction monitoring.
- Ensure accountability findings are incorporated into programme improvement and decision-making.
- Ensure feedback mechanisms are accessible and appropriate for vulnerable and marginalized community members.
G. Learning and Programme Improvement
- Analyse monitoring findings and identify lessons learned, good practices and areas requiring improvement.
- Support programme teams to use evidence and data for adaptive management.
- Contribute to project review meetings and performance discussions.
- Document key lessons, challenges, corrective actions and good practices.
- Support generation of evidence for programme reporting, learning and future resource mobilization.
H. Coordination and Capacity Building
- Work closely with the Health and Nutrition Manager, Health and Nutrition Officer and facility teams.
- Provide technical support to facility staff and CHWs/FHWs on data collection, documentation and reporting.
- Coordinate with relevant MoH, Health Cluster and Nutrition Cluster information-management structures.
- Participate in relevant coordination and technical meetings when delegated.
- Promote consistent use of standard monitoring and reporting tools across project-supported facilities and communities.
Skills and qualifications
Qualifications and Experience
Essential
- Relevant university degree or professional qualification in Monitoring and Evaluation, Statistics, Information Management, Public Health, Health Informatics, Development Studies, Social Sciences or a related field.
- Demonstrated experience in monitoring, evaluation, accountability, information management or HMIS within humanitarian or development programmes.
- Practical experience in data collection, data cleaning, database management and data analysis.
- Good understanding of health and/or nutrition programme monitoring systems.
- Experience working with digital data collection platforms such as KOBO Toolbox and/or ONA.
- Good knowledge of Excel and other data-management or analysis tools.
- Experience conducting data verification, spot checks and/or Data Quality Assessments.
- Strong report-writing and analytical skills.
- Good understanding of accountability to affected populations and complaints and feedback mechanisms.
- Ability to work effectively with health facility staff, CHWs/FHWs and programme teams.
- Good written and spoken English and Somali.
Desirable
- Experience working with DHIS2, IDSR and IMAM reporting systems.
- Previous experience supporting Health and Nutrition Cluster reporting.
- Experience working with Ministry of Health reporting systems in Somalia.
- Experience with SHF/CBPF-funded projects.
- Experience working in emergency, drought, conflict or displacement-affected settings.
- Training or certification in MEAL, data management, statistics, HMIS or a related discipline.

7. Reporting Line
The MEAL/HMIS Officer will work closely with the Health and Nutrition Manager, Health and Nutrition Officer, facility teams, CHWs/FHWs and WRRS senior management.
The position will provide monitoring and information-management support across all project-supported health facilities and community outreach locations.
