CLINICAL OFFICER

1. About WRRS
Wamo Relief & Rehabilitation Services (WRRS) is a Somali humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated health, nutrition, WASH, livelihoods, protection, resilience and community-based interventions.
WRRS is implementing an integrated emergency health and nutrition project in Qansax Dheere District, Bay Region, supporting health facilities and surrounding communities with essential primary healthcare, maternal and child health, immunization, nutrition screening and referral, health promotion, and community outreach services.
2. Position Purpose
The Clinical Officer will provide quality clinical care and support the delivery of integrated primary healthcare services at the supported health facilities in Qansax Dheere.
The position will be responsible for clinical assessment, diagnosis, treatment and referral of patients, with particular attention to OPD services, IMCI, communicable diseases, maternal and child health, nutrition-related conditions and emergency cases.
The Clinical Officer will work closely with nurses, the Health and Nutrition Officer, CHWs/FHWs and the Health and Nutrition Manager to ensure that services are delivered in accordance with Ministry of Health guidelines and applicable humanitarian health standards.
3. Key Responsibilities
A. Clinical Service Delivery
- Provide quality clinical consultations and treatment to patients attending supported health facilities.
- Conduct clinical assessment, history taking, physical examination, diagnosis and appropriate management of patients.
- Provide outpatient services in accordance with approved Ministry of Health protocols and guidelines.
- Implement Integrated Management of Childhood Illness (IMCI) and appropriate management of common childhood illnesses.
- Identify patients requiring referral and ensure appropriate referral, follow-up and documentation.
- Provide appropriate management of communicable diseases and other common health conditions.
- Support the provision of basic emergency and first-line clinical care within the capacity of the supported facilities.
B. Maternal, Newborn and Child Health
- Support the delivery of quality maternal and child health services.
- Provide clinical support for ANC and PNC services and identification of high-risk cases.
- Support safe and appropriate management and referral of pregnant women and mothers requiring additional care.
- Support skilled delivery services where applicable and within the officer's scope of practice.
- Ensure appropriate identification and referral of maternal and newborn complications.
- Promote integrated child health services, including immunization and growth monitoring.
C. Nutrition Integration
- Ensure routine nutrition screening is integrated into clinical consultations, particularly for children under five and pregnant and lactating women.
- Identify children with acute malnutrition and ensure appropriate referral to OTP, Stabilization Centres or TSFP, as applicable.
- Support the clinical management and referral of children with severe acute malnutrition and medical complications.
- Provide nutrition counselling and reinforce appropriate infant and young child feeding practices.
- Work with nutrition staff to ensure effective follow-up of referred clients.
D. Health Promotion and Community Outreach
- Participate in community outreach and health promotion activities.
- Provide health education on common diseases, maternal and child health, hygiene, immunization and nutrition.
- Work with CHWs/FHWs to strengthen early identification and referral of patients requiring facility-based care.
- Support community-based disease prevention and health promotion initiatives.
E. Quality of Care and Infection Prevention
- Ensure clinical services comply with Ministry of Health standards, clinical protocols and WRRS procedures.
- Promote appropriate infection prevention and control practices within the facility.
- Ensure proper use and documentation of medicines, medical supplies and clinical equipment.
- Participate in clinical case reviews and supportive supervision activities.
- Identify gaps in service quality and recommend appropriate corrective actions.
F. Documentation, Reporting and Data
- Maintain accurate and complete patient and clinical records.
- Ensure proper documentation of consultations, diagnoses, treatments, referrals and follow-up.
- Contribute to routine health facility reporting and project monitoring requirements.
- Work with the Health and Nutrition Officer and MEAL/HMIS Officer to ensure timely and accurate reporting.
- Support the collection and verification of health service data required for DHIS2, IDSR and other relevant Ministry of Health/Health Cluster reporting systems, as applicable.
- Maintain confidentiality and appropriate management of patient information.
G. Referral and Coordination
- Strengthen referral linkages between supported facilities and higher-level health services.
- Ensure timely referral of patients requiring specialized or advanced care.
- Coordinate with nurses, CHWs/FHWs, Health and Nutrition Officer and Health and Nutrition Manager on patient follow-up.
- Participate in facility coordination and review meetings as required.
H. Protection, Safeguarding and Accountability
- Apply protection mainstreaming principles in the delivery of clinical services.
- Ensure patients are treated with dignity, respect and confidentiality.
- Support safe and equitable access to healthcare for women, children, persons with disabilities and other vulnerable groups.
- Adhere to WRRS safeguarding, PSEA, code of conduct and accountability procedures.
- Support appropriate referral of protection concerns identified during service delivery.
Skills and qualifications
Qualifications and Experience
Essential:
- Diploma or Bachelor's degree in Clinical Medicine/Clinical Officer studies, Medicine, or another relevant clinical health qualification from a recognized institution.
- Valid professional registration/licence where required by Somali health authorities.
- Relevant experience providing clinical services in health facilities, preferably in humanitarian or development settings.
- Demonstrated experience in outpatient clinical care and management of common illnesses.
- Experience with IMCI, MNCH, communicable diseases and basic emergency care.
- Experience supporting nutrition screening, identification and referral of malnourished children.
- Good understanding of Ministry of Health clinical guidelines and standards.
- Experience working with nurses, CHWs and multidisciplinary health teams.
- Good documentation, reporting and communication skills.
- Ability to work effectively in a challenging humanitarian environment.
- Fluency in Somali and good working knowledge of English.
Desirable:
- Experience working in integrated health and nutrition programmes.
- Experience in emergency/humanitarian health programming.
- Familiarity with Health Cluster and Ministry of Health reporting requirements.
- Experience working with DHIS2, IDSR or other health information systems.
- Experience with community-based health services and outreach.
- Previous experience with UN/INGO-funded projects, including SHF/CBPF-funded programmes.

6. Reporting Line
The Clinical Officer will work under the overall supervision of the Health and Nutrition Manager and will coordinate closely with the Health and Nutrition Officer, nurses, CHWs/FHWs and other facility-based health personnel.
