HEALTH AND NUTRITION OFFICER

1. Background
Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated humanitarian and development programming.
WRRS is implementing an integrated emergency health and nutrition project in Qansax Dheere District, Bay Region, supporting health and nutrition services through 1 MCH and 3 PHUs, together with community outreach activities.
WRRS is seeking a qualified and committed Health and Nutrition Officer to support the day-to-day implementation, supervision and monitoring of integrated health and nutrition activities across the project-supported facilities and communities.
2. Position Purpose
The Health and Nutrition Officer will support the effective implementation of integrated health and nutrition services at facility and community levels.
The Officer will work under the supervision of the Health and Nutrition Manager and will be responsible for coordinating day-to-day programme activities, supporting service delivery, supervising community health workers, monitoring programme performance, supporting data collection and reporting, conducting supportive supervision and ensuring compliance with Ministry of Health guidelines and project standards.
3. Key Responsibilities
A. Health and Nutrition Programme Implementation
- Support day-to-day implementation of integrated health and nutrition activities across all project-supported facilities.
- Coordinate implementation at the supported facilities .
- Ensure project activities are implemented according to approved workplans, technical guidelines and project standards.
- Support integration of health and nutrition services at facility and community levels.
- Identify implementation gaps and promptly report them to the Health and Nutrition Manager.
- Support timely implementation of community outreach activities.
B. Health Service Delivery
- Support provision of quality primary health care services in project-supported facilities.
- Monitor implementation of OPD, IMCI, MNCH, ANC, PNC, skilled delivery, immunization, disease surveillance and health promotion activities.
- Support facility teams to maintain quality and continuity of essential health services.
- Monitor referral systems and ensure appropriate follow-up of referred clients.
- Support routine immunization and EPI activities, including community mobilization and defaulter tracing.
- Promote adherence to Ministry of Health clinical and service-delivery guidelines.
- Support identification and reporting of service delivery gaps.
C. Nutrition Services
- Support facility and community-based nutrition screening activities.
- Ensure timely identification and referral of children and pregnant and lactating women requiring nutrition services.
- Support screening for acute malnutrition using appropriate protocols and tools.
- Support referrals of children with SAM to OTP/Stabilization Centres and children with MAM to TSFPs, as appropriate.
- Support community nutrition activities, including MUAC screening and referral follow-up.
- Support IYCF/MIYCAN counselling, maternal nutrition and nutrition education activities.
- Monitor nutrition service delivery and report implementation gaps to the Health and Nutrition Manager.
- Strengthen linkages between community screening, facility services and referral points.
D. Community Outreach and CHW Supervision
- Coordinate and support community outreach activities in project catchment areas.
- Supervise and provide technical support to Community Health Workers/Female Health Workers (CHWs/FHWs).
- Ensure CHWs/FHWs conduct household screening, health and nutrition promotion, referrals and follow-up appropriately.
- Review CHW/FHW reports and identify gaps requiring corrective action.
- Support community mobilization for immunization, nutrition screening, maternal and child health and other priority services.
- Strengthen linkages between communities and supported health facilities.
- Support follow-up of referred cases and defaulters.
E. Monitoring, Data Collection and Reporting
- Support routine collection of health and nutrition programme data.
- Ensure facility and community data are accurately recorded using approved reporting tools.
- Review facility registers and community reporting forms for completeness and accuracy.
- Support data verification and timely submission of reports.
- Work closely with the MEAL/HMIS Officer to ensure accurate and timely project data.
- Support collection of data through facility registers, KOBO, ONA and other approved tools.
- Support reporting through relevant Ministry of Health, Health Cluster and Nutrition Cluster systems.
- Provide timely programme information to the Health and Nutrition Manager.
- Participate in data quality checks, record reviews and supportive supervision.
F. Supportive Supervision and Quality Improvement
- Conduct regular supportive supervision visits to project-supported facilities and outreach sites.
- Use supervision findings to identify gaps in service quality and programme implementation.
- Support facility staff to develop and implement corrective actions.
- Follow up on recommendations from supervision visits.
- Promote adherence to national health and nutrition guidelines.
- Support continuous quality improvement in health and nutrition service delivery.
G. Coordination
- Work closely with the Health and Nutrition Manager, MEAL/HMIS Officer, facility teams, CHWs/FHWs and other project staff.
- Coordinate with facility in-charges to ensure smooth implementation of project activities.
- Support coordination with district and regional Ministry of Health representatives as required.
- Participate in relevant health and nutrition coordination meetings when delegated.
- Maintain effective communication between project management, facilities and community structures.
H. Protection, Safeguarding and Accountability
- Ensure protection principles are integrated into health and nutrition service delivery.
- Promote safe, dignified and non-discriminatory access to services.
- Support PSEA, child safeguarding, GBV risk mitigation and disability inclusion.
- Ensure community members are aware of available complaints and feedback mechanisms.
- Promote respectful treatment of patients, caregivers and community members.
- Immediately report safeguarding or protection concerns through established WRRS procedures.
Skills and qualifications
5. Qualifications and Experience
Essential
- Bachelor’s degree in Public Health, Nursing, Nutrition, Medicine, Health Sciences or a related field.
- Relevant professional experience in health and/or nutrition programming, preferably in humanitarian or development settings.
- Demonstrated understanding of primary health care and integrated health and nutrition services.
- Knowledge of MNCH, immunization, community health and nutrition screening/referral.
- Experience supporting community outreach and supervising or working with CHWs/FHWs.
- Experience with routine programme monitoring, data collection and reporting.
- Good understanding of Ministry of Health guidelines and humanitarian health and nutrition standards.
- Good computer skills, including Microsoft Office and data collection/reporting tools.
- Strong communication and interpersonal skills.
- Good written and spoken English and Somali.
Desirable
- Experience working in emergency, drought, conflict or displacement-affected settings.
- Experience with SHF/CBPF-funded projects.
- Experience using KOBO Toolbox and/or ONA.
- Familiarity with DHIS2, IDSR and nutrition reporting systems.
- Experience working with Ministry of Health, Health Cluster or Nutrition Cluster systems.
- Training or additional qualifications in public health, nutrition or humanitarian response.

7. Reporting Line
The Health and Nutrition Officer will report directly to the Health and Nutrition Manager and will work closely with the MEAL/HMIS Officer, facility-based health workers, CHWs/FHWs, Finance Officer, Logistics and Procurement Officer and other project personnel.
