Job description

The Project  Search is using a Peace Impact Framework to reimagine the way we understand & measure conflict, and measure our contribution to change. It is designed to be simple, and is organized around five themes to track the long-term endurance of peace: *Violence, *Agency, *Polarization, *Institutional legitimacy,*Investments.  The Peace Impact Framework integrates knowledge through three pillars: *Lived experience *Aligned measures *Expert observations and reflectionsGoal and Objectives of Consultancy To measure our impact as an organization, Search is looking for consulting partners who can provide the following services across the organization:

    • Research. The consultant will provide on-the-ground dedicated research to generate evidence. Research will be designed to foster deeper understanding of the five themes and how they intersect with enduring peace. Research will be shared widely leveraging the ConnexUs platform. Research may also include using data generated by other partners and analyzing it to uncover trends across themes, geographies, etc. 
    • Evaluation. The consultant will conduct Search project baselines and evaluations to generate evidence around relevant PIF themes. These evaluations will measure relevant PIF indicators and generate evidence through the three pillars. Reports will be published on ConnexUs, and accompanied by relevant visualizations to foster uptake of key learning.
    • Learning. The consultant will help Search assess the relevance of the PIF themes and pillars, and support the evolution of the PIF based on usage, uptake, etc. 
    • Production of Analyses & Syntheses: The consultant will utilize the data being generated through the utilization of the PIF to produce analyses on the different themes, on specific contexts, and across the field.

Geographic Locations

    • The services will be conducted at the global level, with a focus on, but not limited to, countries where Search implements programming.

Deliverables

    • Deliverables will be scoped and defined by Search for Common Ground in line with the above-mentioned scope. The consultant will then make an offer reflecting the work process, capacities, and timelines. This would be agreed upon within the parameters of this contract.

Timeline

    • The timeline for the master agreement will be from October 17, 2022 through May 31, 2025. Timelines for each work order will be agreed upon prior to the start of the project.

Budget

    • To be agreed upon for each work order, based on the daily rates submitted.

Skills and qualifications

The following skills and experience are expected by Search for our evaluator for this project:

      • Ability to work in multiple languages: English required, Arabic, French & Spanish are preferred
      • Ability to work in Africa, MENA, Asia, the US, Europe and South America.
      • More than 5 years of experience in project evaluation, including collecting data in interviews, surveys and focus groups;
      • Experience in conflict settings and working with on peace and security issues;
      • Experience working with international organizations;
      • Experience conducting quantitative surveys, qualitative data collection, and analysis using both primary and secondary data sources;
      • Evaluation methods and data collection skills.

 In addition, the consultant is required to respect the following Ethical Principles

    • Comprehensive and systematic inquiry: Consultant should make the most of the existing information and full range of stakeholders available at the time of the review. Consultant should conduct systematic, data-based inquiries. He or she should communicate his or her methods and approaches accurately and in sufficient detail to allow others to understand, interpret and critique his or her work. He or she should make clear the limitations of the review and its results.
    • Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
    • Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.
    • Respect for people: Consultant respect the security, dignity and self-worth of respondents, program participants.
