The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of persons with disabilities.
ECDD is partnering with International Labor Organization (ILO) to implement a project entitled “Enhancing the livelihood of persons with disabilities among IDPs, Refugees, and Host communities through inclusive skills development and employment opportunities (ENHANCE)” The project is implemented in Fafan Zone: Kebribeyah town/refugee camp, Qoloji IDP camp, and Jigjiga City in the Somali Region of Ethiopia. The overall objective of the project is to enhance the livelihood situations of persons with disabilities (among refugees, IDPs, and host communities) through improved access to skills development and employment opportunities.
Currently, ECDD is looking for a competent and qualified Project officer for ENHANCE Project at Qoloji IDP Camp:
DESCRIPTION OF TASKS
The Project Officer is based at Qoloji IDP camp and report to the Project Coordinator. The project officer will be expected to settle/ reside in the assigned project area permanently. The Project Officer is responsible for the overall implementation, monitoring, evaluation, and reporting of activities and results of the project in their assigned project areas.
Specifically, the Project Officer of ENHANCE project will:
1. Prepare a Work Plan for the implementation of the activities of the project in the assigned project area, based upon the Enhance Project Document and allocated Budget
2. Plan and implement activities according to the Work Plan
3. Monitor and prepare periodic reports on the progress of implementation of activities
4. Organize workshops, training, and events in the project target area to enhance the inclusion of persons with disabilities in skill-based training, employment governance, and civic affairs
5. Identify mainstream vocational skills training institutions (TVET colleges & CBTs) that provide training in target skill areas
6. Facilitate leadership and disability rights advocacy, and soft skills training
7. Build the capacities of the implementing partners on disability mainstreaming skills
8. Facilitate accessibility audit and modification at selected TVETs and Community Based Training (CBT) centers for disability inclusion and accessibility and sensitize their staff to include youth with disabilities
9. Support the establishment/strengthening of disability resource Centers (structure, HR, office equipment, & TA) in selected TVET colleges to serve trainees with disabilities
10. Identify enterprises and organizations willing to offer apprenticeship and/or employment opportunities (discussion and sign agreements)
11. Facilitate capacity-building training to key staff/trainers from selected TVET's and cascade down the newly developed TVET disability mainstreaming guideline
12. Facilitate the capacity building of relevant stakeholders on disability inclusion
13. Facilitate self-employment through the formation of cooperatives and small businesses by selected vocational skills trainees
14. Identify and mobilize youth with disabilities to enroll in TVETs and CBTs
15. Support the establishment of youth enterprises and IGA groups composed of youth with disabilities and facilitate the provision of startup capital.
16. Conduct SBC activities such as edutainment, Radio programs, and others to improve community perception of persons with disabilities
17. Enhance the capacity of OPDs to play their role in the effort of disability inclusion through technical and material support
18. Provide targeted technical assistance for project implementation partners to foster continuous improvement in the inclusion of persons with disabilities
19. Prepare weekly, monthly, and quarterly reports of activities accomplished, in collaboration with the Project Officer and submit reports to the ECDD M&E Coordinator and Livelihoods Program Team Lead in a timely manner
20. Oversee the collection, documentation, and dissemination of lessons learned, case stories, and good practices of the project and its partners.
Undertake such other tasks as may be assigned by the Enhance Project Coordinator.
Skills and qualifications
Required Qualifications, experiences, and competencies
1. Education – minimum BA in Social Work, Sociology, Business Administration, or a related field
2. Professional experience – minimum 2 and above years of responsibility for the implementation of donor-funded projects related to vocational skills training and work
3. Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia
4. Good knowledge of the practice and profession of special needs education/training
5. Excellent interpersonal relationships and teamwork
6. Excellent communication skills
7. Able and willing to reside in the assigned project area
Desirable
1. Previous professional work in vocational skills training
2. Previous professional experience working with refugees and IDPs with disabilities
3. Competence in the use of computer applications
4. Fluency in English, Arabic, Somali, Amharic, or Ethiopian Sign Language, are also advantageous.
