CAAP is a local organization registered in 2018 by FDRE Authority for Civil Society Organizations – ACSO, delivering emergency and development programs to drought, floods, conflict, and disaster-affected populations in the Somali region. CAAP is looking for competent, committed and professional staff to fill the Targeting and Registration Officer position in Fafen and Sitti Zones of Somali Region, Ethiopia.Job DescriptionJob Purpose Summary:  The Registration and Targeting Officer will be responsible with organizing and registering vulnerable households, and facilitating and ensuring transparency and accountability for community appeals.
KEY AREAS OF ACCOUNTABILITY:

  • Classify households according to their level of vulnerability and ensure that food assistance is targeted to households based on their vulnerability.
  • Involved in Community-based preliminary registration.
  • Establish community registration or targeting committee and ensure are good representative for the community
  • Establish a Community registration/targeting committee based on the village context and also establish primary, secondary and exclusion criteria.
  • Facilitate the creation and functioning of appeals committee
  • Analysis of feedback mechanism from Appeals committee
  • Ensure all the processes are duly recorded and publicly announced to all households within the community
  • Training of community targeting committee on how to use targeting criteria.
  • Provide the registration format/forms to establish the draft registration master list
  • Overseeing the beneficiary’s registration database, ensuring that each registration record is comprehensive through the development of cross-checking mechanisms
  • Perform any other duties as assigned

Skills and qualifications

  • Diploma or Degree in Statistics, Information Technology, Computer Science
  • Social science, with Computer literate and with excellent IT Knowledge
  • Minimum three years technical background, knowledge and experience in Data collection, Beneficiaries targeting, Beneficiaries registration, or related field, and familiarity with relevant standards and guidelines such as Core Humanitarian Standards, SPHERE, Emergency Response Guidelines
  • Knowledge and experience in digital-based tools such as Kobo Collect, ODK, and COMCARE, is mandatory
  • Fluency in Somali and English, both written and verbal
  • High level of commitment and willingness to travel frequent/long distance in hardship areas 
  • Demonstrated skills in partnership building and interpersonal communication
  • Knowledge and residing of the working area are preferred 
  • Excellent and demonstrated skills in computer Microsoft office applications: Word, Excel, PowerPoint and outlooks, emails  
  • Excellent communication and coordination skill, preferably with the community and woreda line departments government
