Job description

Pastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 110 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. The combined experience and technical expertise of Concern and PC means that we are well positioned to have a strong impact by implementing the targeted cross-border Irish Aid Child Wasting Initiative in the targeted pastoral communities.We work in the sectors of Rural Development, WASH, Health & Nutrition Natural Resource Management and Social Development as well as Civil Society Strengthening.

Objectives of the positionThe Health and Nutrition Officer is responsible for supporting all health and nutrition activities. The purpose of this position is to overseeing implementation in collaboration with the partner Health & Nutrition Coordinator. She/he will be responsible for the implementation of activities in the kebeles and sub-kebeles of the woreda, support the field staff and the communities during implementation, work with both government, community leaders and project committees during implementation of project activities in ensuring that activities are implemented in accordance with the technical and donor guidelines and that all the necessary project documentation is generated on time and correctly.  He/She will be Responsible for the delivery of a high-quality, efficient nutrition service to the beneficiaries of the project and implement the nutrition component to the holistic care including nutrition assessment and promotion of healthy eating habits by suggesting diet modifications.
Duties and ResponsibilitySpecific Tasks and Responsibilities

  •  Support implementation of integrated complimentary health & nutrition activities in the project in targeted areas
  • Ensures effective start up, management, implementation, monitoring, reporting and evaluation of integrated complimentary health activities in FFP program in targeted areas.
  • Support in Planning and setting up of temperature screening for beneficiaries   on distribution site , ensure implementation of other precaution procedures like use of PPE by distributors
  • Facilitate engagement of local health facilities in implementation of complimentary health activities during distribution (IYCF promotion, nutrition screening, link of malnutrition cases to health facilities and Health education etc.)
  • Facilitate onsite temperature screening for beneficiaries before entering the distribution point
  • Facilitate IYCF promotion and nutrition screening and referral of SAM cases
  • Participating in health, nutrition, and/or multi-sectoral assessments as required
  •  Work with local authorities and health facilities to engage communities in urban health setting
  • Conducts regular monitoring for distribution sites to provide technical support and supportive supervision to the health and nutrition activities of the project.

  • Take lead in communities’ nutrition education   and participate in community nutrition sensitization
  • Assess Nutritional needs of communities in the program and monitor malnourished communities on nutritional therapy as well as screening for eligibility.
  • Participate in the facilitation of work plans, POPs, budgets, and other required program documents for integrated health and nutrition related activities.
  • Closely work with the livelihood, WASH and other teams to ensure that program activities are implemented in integrated way.
  • In collaboration with Health and Nutrition Program Coordinator of PC and Partner focal point, ensure timely preparation and implementation of phase-out strategy.
  • Represents PC in local level nutrition and health coordination and other as required.
  •  Documents findings and recommendations of field visits for follow-up of beneficiaries and share.
  • Prepare and submit program reports, ensuring completeness, accuracy and timeliness per the responsibility areas.
  • Documents lessons learned in specific technical areas per Woreda.
  •  Prepare case story as per the format.
  • Performs other related tasks as required.

Skills and qualifications

BSc degree or MSC in Health and Nutrition, or another related field accompanied with six years similar experience for BSc and four years for MSC.

  • Registered nurse (preferred)
  • Experience with project planning and grant management (multiple donors)
  • Previous experience with managing nutrition programming (TSFP, OTP) is strongly recommended.
  • Program management experience and/or community development; previous experience in area management.
  • Skilled in, and committed to, community participation/interaction, field visits and presence in program areas.
  • Practical experience in managing grassroots community level health and nutrition activities.
  • Proven commitment to humanitarian and accountability principals and knowledgeable of quality assurance systems
  • Excellent interpersonal, written and verbal communication skills
  •  Strong analysis skills (qualitative and qualitative)
  • Strong cultural awareness and sensitivity
  •  Good understanding of complex emergencies and crisis contexts
  • Flexible and creative
  • Strong organizational and logistical skills
  •  Goal oriented with ability to work under pressure, independently and with limited supervision.
  • Ability and willingness to work and live in challenging conditions.
  • Excellent computer Skills appreciated.
