About the Position:
The Senior Protection Officer is responsible for leading, coordinating, and implementing GOAL’s field-based protection interventions, psychosocial support services and training activities. The Senior Protection Officer will be responsible for coaching and technical supervision of protection Officers in all GE protection Operation sites. The position holder works to strengthen the psychosocial protection of Internal Displaced Peoples (IDPs), IDP returnees and host communities in particular children (in family or unaccompanied), women, and other vulnerable groups, through the implementation of Gender-based violence(GBV), child protection(CP), and dissemination of Psychological First Aid (PFA) and other PSS protocols, under the technical supervision of the Senior Partnership and Protection Advisor and coordination of Zonal level Project Coordinator. The Senior Protection Officer will also
be responsible for all the PSS activities in one assigned Zone. In coordination with the Senior Partnership and Protection Manager and roving senior protection officer, he/she will also support the overall coordination, implementation and monitoring of GBV and CP activities implemented in the project intervention areas and provide support and guidance to the Protection officers based at woreda level.
Key Areas of Accountability/Duties
· Lead, organize and supervise the protection activities, develop the detailed work plan and implement the project activities as specified in the work plan.
· Provide continuous support on GBV and CP activities, including regular monitoring visits to all programme sites.
· Monitor beneficiary data collection, compilation and periodic (monthly) reporting to Zonal or regional program area manager.
· Familiarize him/herself with existing referral pathways or where necessary develop a system for referral of cases needing further support or other services.
· Assist all Protection/GBV/CP Officers in setting referral pathways, receive PSS referrals (internal/external), follow-up of referrals and provide feedback of actions taken.
· Conduct regular individual and group meetings with protection officers, to provide feedback, support, guidance, and share experience of activities, challenges and solutions adopted.
· Assess the Protection (GBV and CP) needs of IDPs in the target location by identifying, documenting, and analysing the needs of children, women and other vulnerable groups using specified checklists and tools.
· Organize basic Case management, GBV, child protection and psychosocial support skills training for protection/ GBV/ CP offices, community volunteers and partners
· Develop and maintain positive relations with local implementing actors, local authorities and other local stakeholders through information sharing and coordination.
· Attend or lead regular Protection Cluster meetings, and other relevant meetings, workshops as required.
· Contribute to the organisation of Zonal level protection workshops as identified in the activity plan.
· Contribute to the development, testing and dissemination of IEC materials and intake forms related to child protection, gender, GBV, psychosocial support and services for effective protection of IDPs
· Monitor and follow up timely and quality implementation of all activities.
· Prepare and submit regular reports to sub regional Protection Cluster, sr. partnership and protection manager and regional program area manager and other relevant bodies on regular basis as required.
· Develop detailed work plan and implement the project activities as specified in the work plan.
· Collect, verify and analyze protection information in order to evaluate the effectiveness of the project activities and process of the services provisions
· Design and implement responses for the social, psychological and Protection needs of IDPs, returnees and host communities.
· Assist and guide evidence-based action by relevant regional, zonal and woreda level actors to ensure the full respect and protection of the rights of beneficiaries.
· In accordance with GOAL Ethiopia’s policies support orientation on complaints and feedback mechanism (accountability to affected populations).
· With the support of Senior Partnership and Protection Manager, advocate and provide training on child protection, PSEA and GBV issues in the field office and through coordination mechanisms.
· Demonstrate ethical and professional practice including respect of participant confidentiality and point of view, GOAL’s Safeguarding Policies (Child Protection, PSEA, Code of conduct and other policies).
· Other duties and responsibilities as assigned by supervisor.
Skills and qualifications

· BA degree in Psychology, Counseling, sociology, or social work, at least four years of experience in the same/similar role in international organization.
· Demonstrated technical expertise in protection sector that include Child Protection, PSS, GBV etc.;
· Experience in working with women, children, People with Specific Needs.
· Expertise in Psychosocial support, child protection & GBV protection principles.
· Excellent communication skills, both written and spoken (English, Amharic and local language )

· Excellent communication and listening skills, capacity to build relationships with targeted groups
· Strong aptitude for teamwork and flexibility; dynamic and proactive attitude
· Excellent and proven ability to adapt to difficult, challenging, and stressful situations
· Integrity, professionalism and expertise in processing reports, data protection, and questionnaires
· Ability to understand the cultural context and local language of a community, and use that culture as an input for community mobilization
· Excellent interpersonal, written, and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels.
· Ability to collect and analyze data
