Organization Profile and BackgroundPastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 110 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. The combined experience and technical expertise of Concern and PC means that we are well positioned to have a strong impact by implementing the targeted cross-border Irish Aid Child Wasting Initiative in the targeted pastoral communities.We work in the sectors of Rural Development, WASH, Natural Resource Management and Social Development as well as Civil Society Strengthening.

Objectives of the position
The purpose of this position is to overseeing implementation of WASH project activities in accordance with approved time schedules, budgets and to ensure the overall success of this project by managing the WASH components of the project effectively and efficiently in terms of results, schedule and budget while making sure participation, accountability and sustainability are ensured. The WASH Officer will be responsible for provision of professional technical support and guidance on activities within the areas of Water, Sanitation & Hygiene (WASH) in the locations within the Areas of Responsibility (AoR). Furthermore, the officer is required to play a lead role in formulating appropriate project implementation and assistance activities that should be incorporated into the relevant operation program of PC & Partner. She/he is normally supervised by the Senior Program Officer and will receive the technical backup and support from the Senior WASH Officer. In addition, the officer will be expected to work within multi-functional and interdisciplinary teams.
 Duties and areas of responsibility

  • Provide technical support in the Design, implementation, monitoring and evaluation of the project WASH activities.
  • Support in the planning for and Design of the community hygiene and sanitation initiatives and methodology.
  • Ensure that the hygiene and sanitation promotion activities of the project are implemented according to the approved donor guidelines and humanitarian standards.
  • In collaboration with Engineer, ensure that hygiene and sanitation promotion activities accompany the water supply and sanitation interventions.
  • Ensure timely delivery of projects activities.
  • Ensure that up to date project documents are in place including approved work plans, log frame, detailed project implementation plan and financial forecasts.
  • Documentation of lessons learnt and good practices.
  • In consultation with MEAL, design and conduct all quantitative and qualitative assessments, KAP surveys, and follow-up assessments with concrete feedback findings.
  • Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and / or implemented in the project, through technical feasibility studies, household level questionnaires, focus group discussions, visits to facilities and sites.
  • Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as:
  • Preparation of BOQs and drawings for all type of WASH Infrastructure.
  • Ensure the quality and quantity of materials delivered to construction sites by PC and its subcontractors and maintaining proper record.
  • Ensure all safety measures are taken at site during construction work to avoid any incident.
  • Setting up and follow-up of hygiene promotion activities such as;
  • Monitor the implementation hygiene promotion sessions in the targeted community
  • Identification, training and follow-up of activities of community hygiene promotion volunteer
  • Training of Trainers in hygiene promotion to WASH committee members, hygiene volunteers, teachers, health workers etc.
  • Organizing cleaning campaign
  • Ensuring maximum utilization of water and sanitation facility
  • Ensure community mobilization on all WASH sector related
  • Organize & supervise the distribution of hygiene, cleaning and water treatment kit for health centers, schools and at HH level.
  • Develop and communicate techniques for house hold water treatment in the target communities.
  •  Monitoring, Evaluation, Accountability and Learning:
  • Ensure that WASH infrastructure construction and rehabilitation works are carried out according to quality standards established by Save the Children through quality checklists 
  • Participate in, and engage with the MEAL Department in drafting assessments, including rapid need, baseline, post distribution, or end line assessment.
  • Ensure database on beneficiaries reached are updated and compliant. 
  • Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)
  • Reporting:
  • Weekly reporting to the Senior WASH coordinator, including key achievements and planning for the following week. 
  •  Integration, coordination and cross cutting issues:
  • Ensure that construction work is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built. 
  • Coordinate WASH construction activities with other local actors (governmental and non-governmental).

Skills and qualifications

Required Minimum Qualifications, Experience and Skills:

  • Relevant degree (Civil Engineer, Water Engineer or equivalent acquired through experience)
  • Previous experience in implementation of WASH projects.
  • Experience in working with local communities at field level in development projects.
  • Experience in Public Health and community participation and positive behavior change.
  • Experience in Construction related project management.
  • Excellent command of the most common methodologies to identify, assess and monitor WASH activities, with proven record of achievements.
  • Excellent interpersonal, written and verbal communication skills
  • Strong analysis skills (qualitative and qualitative)
  • Strong cultural awareness and sensitivity
  • Good understanding of complex emergencies and crisis contexts
  • Flexible and creative
  • Strong organizational and logistical skills
  • Goal oriented with ability to work under pressure, independently and with limited supervision.
  • Ability and willingness to work and live in challenging conditions.
  • Excellent computer Skills appreciated.
