TEAM PURPOSE:
The Finance Officer will support the implementation of the programme by working directly with Oxfam’s and partners’ staff on the financial needs of the programme to ensure people affected by the crisis get timely, sufficient, and appropriate humanitarian assistance. Together with the Finance team, the Finance Officer will be accountable for ensuring that all financial procedures are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures.
JOB PURPOSE:
Oxfam in Ethiopia is currently responding to a humanitarian need in the Somali region and the Finance Officer provides financial and grants management on a daily basis. This includes a review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, review, and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.

Key Responsibilities and Accountabilities
· Ensure that all expenses are properly authorized and documented before payment through checking correct budget codes (in liaison with Donor Accountant) and seeking prior approval
· Ensure that all payments are prepared on time and in accordance with all financial guidelines and approval procedures including processing check payments to suppliers and staff on a timely basis
· Petty cash monitoring and process replenishment upon receiving valid financial documents
· Review settlement of travel and training advances against Oxfam travel policy and prepare the journal entry
· Ensure data entry into (financial management) system is done timely and accurately
· Upload weekly labor hour upload into the system and also prepare monthly payroll ensuring timesheets are completed
· Prepare of the month-end pack including balance sheet analysis, bank reconciliation, and fixed asset schedule
· File monthly income tax, withholding tax, and staff pension return to an appropriate government office
· Assist in Oxfam internal and external year-end Audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as needed
· Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulations
· Ensure all financial and local government regulations adhere to the desired standards
Other responsibilities related to the Finance Team
· Assist Finance team in reviewing and revising /developing financial policies and procedures
· Assist Finance team in financial statement preparation and audit facilitation
· Perform such other duties as assigned by the Head of Finance and Systems.
