    Job Overview

    Under the direct supervision of the ERR Coordinator (Project Lead), the Project Manager is responsible for overseeing planning, implementing, monitoring, reporting and quality controlling for the USAID/BHA funded Multi-Sectoral Flood and Drought Response project in their respective zones of Somali Region. The purpose of the project is to provide integrated and comprehensive lifesaving Water, Sanitation and Hygiene (WASH), Health, Nutrition, cash assistance, livelihoods support, Protection, and Agriculture response interventions for flood and drought affected IDPs and host communities in Afder and Sitti Zones of Somali region.

    The Project Manager also provides support and oversight of project staff in his/her respective zone overseeing staff management as well as vehicles management, and grant management in line with the IRC and donor regulations. He/she will ensure program delivery from an integrated, multi-sectoral, protection mainstreaming point of view, continuously assessing day-to-day project activities while providing guidance and support to BHA project staff in the zone ensuring synergies and coordinate with other actors in the operation area. He/she will play a representation role at different meetings and forums conducted in the zone.

    Major Responsibilities:

    Specific responsibilities include, but are not limited to:

    • Work with relevant technical teams in the field office (Health & Nutrition, EH/WASH, WPE,  CP and ERD etc.) as well as technical coordinators in Addis, and ensure activity plans, recruitment plans, procurement plans, and spending plans for the project in his/her respective zone is in place and regularly supervised and ensure that they are revised as needed for a quality program delivery and timely closure of project activities. 
    • Have direct oversight of all project activities in respective zone.  Ensure all project activities on the ground is implemented as planned and with integration among different sectors. 
    • Proactively work with the ERR coordinator and the concerned team in Addis and Jijiga field office on any programmatic challenges and seek a timely solution. 
    • Be organized, coordinated and ensure requirements are ready prior to project cycle meetings. Furthermore, assure that action plans agreed on the meetings are completed within agreed timeline. Ensure all BHA staff raise purchase request in a timely manner, follow progress of procurement and closely follow up to ensure delivery / provision. 
    • Actively participate in grant management meetings and ensure Addis team receive notes and actions points. Ensure action points are followed up. 
    • Closely follow the key protection mainstreaming principles is adhered by each sector during its project implementation.
    • Ensure donor compliance on visibility and program management is adhered to. 
    • Ensure quarterly operating environment emergency assessment and analysis, as well as identify potential responses and develop concept note and share with the relevant internal collaborators.
    • Implement different multi-sectorial and multi-agency assessments and surveys. This includes but not limited to baseline and end line, post implementation or distribution surveys (PDM, PIM) with program leads, safety & security and MEAL team. . 
    • Regularly and timely share the humanitarian situation updates in the project area.
    • Monitor security/safety situation in the operation area context, and ensure incidents are reported to the SS officer, SSC, Fdc, DO and CD as needed for further analysis and planning and implementation of safety and security mitigation measures

    Financial management

    • Submit cash projection timely, follow project staff’s payment sheet, supplier’s payment, contractor’s payment, construction labor cost and daily laborers’ sheet, etc., for timely action by the field office finance department.
    • Facilitate and coordinate BVA review with program and operation teams and share the feedback on the 10th of every month.
    • Involve in different budget analysis exercises for the project whenever requested by the ERR Coordinator.

    Supply chain

    • Control IRC supplies and assets, and report to Field or country office regarding any misuse, theft, or damage to IRC properties as soon as possible. 
    • In collaboration with the supply chain team and program managers, ensure planned and equitable allocation of IRC resources (facilities, equipment, vehicles) is in place. 
    • Make sure timely procurement items request by project team and follow up for timely delivered by supply chain.   
    • Closely monitor project team for timely distribution of items and service to clients. 

    Human Resource Management

    • Making sure that IRC staff personnel policy, the IRC WAY (professional code of conduct) and all other organizational policies are respected and practiced properly by project team and make sure that sound decision is made on breaches and appropriate measures are taken in timely manner.  
    • In coordination with Addis Ababa sector lead, manage the project staff and ensure that staff performance management process/PMP (objectives setting, midterm evaluation and final evaluation) are done timely following the right PMP guideline procedures.
    • Make sure that staff and client responsive and reporting mechanizes for any concerns and complains are established and are addressed in proper manner
    • Conduct a regular 1 to 1 meeting with project team and discuss on priorities, challenges and share the discussion minutes for the Fdc and technical supervisors based in Addis and make sure the 1 to 1 discussion conducted between the supervisor and direct report in the department.
    • Conduct regular management meetings, put action points, share the minute to the ERR coordinator and FC and relevant bodies and closely monitor the implementation of agreed action points.
    • Coordinate with FO HR/Admin department and follow timely completion of new staff orientation and mandatory trainings related to gender equality, safeguarding, PSEA, ASH, Fraud Prevention and Safety and Security.

    Representation and Coordination:

    • Represent IRC at zonal level and serve as focal person for any information shared with or received from field level agencies and surrounding community representatives; prepare and report required updates and regular reports; assist the country office in facilitating donor monitoring visits where needed.
    • Work closely with government and other key partners in the operation area for this  BHA fund partners. 
    • Make ensure that the interventions are coordinated with other actors in the operation area with no duplication of efforts.
    • Actively participate in the bi-weekly project management meeting and work on the agreed action points.

    Reporting

    • Collect monthly, quarterly, mid-year and annual reports from project sector leads, compile, analysis and share to ERR Coordinator using the appropriate reporting template. 
    • Make sure each sector report is consolidated in one report, highlighting integration among the sector, protection mainstreaming, and result based with quality data.  
    • Compile and share operation area weekly situation report to country and field office.

    Safeguarding Responsibilities: -

    • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
    • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

    Educational Requirements:

    • MA/MSc/BA/BSc in Project Management, Sociology, Development Studies and Public Administration or related field of studies.

    Preferred experience & skills:

    • 3 years of work experience for MA/MSc holders and 4 years of experience for BA/BSc holders in project Management.
    • Proven experience in project management is a big plus.
    • Demonstrated ability and experience in working in an emergency and post emergency/recovery program.
    • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
    • Strong organizational and time-management skills; proven ability to prioritize and deliver on time
    • Strong analytic problem-solving skills
    • Ability to work both independently and in a dynamic, cross-functional global team structure
    • Highly proficient in Microsoft Office suite
    • Demonstrated ability to work effectively with stakeholders at all levels
    • Ability to manage and work through change in a proactive and positive manner.
    • Work experience in Somali Region.

    Language Skills: 

    Proficient in English writing and speaking skills and the ability to speak the local language is advantageous.
