Background and Purpose

According to the latest Intergovernmental Panel on Climate Change report, human-induced climate change is causing widespread disruption in nature and adversely affecting billions of people worldwide, despite mitigation efforts. The impacts are particularly severe for those who are least equipped to cope, and Africa, despite its relatively low greenhouse gas emissions, is highly vulnerable to climate change compared to other regions. Sub-Saharan Africa, where nearly half of the population lives below the poverty line, heavily relies on climate-sensitive activities like rain-fed agriculture, herding, and fishing for their livelihoods.
In 2020, approximately 98 million people in Africa experienced acute food insecurity and required humanitarian assistance, reflecting a 40% increase from the previous year. Furthermore, the East and Horn of Africa regions witnessed over 1.2 million new disaster-related displacements, accounting for around 12% of all global displacements.
Oxfam has outlined ambitious goals for a just and sustainable world within its global strategic framework for 2020-2030, which includes a strong focus on combating climate change and striving for climate justice. The climate justice aspirations in Oxfam's strategy involve advocating for governments and corporations to abandon destructive practices and instead invest in sustainable solutions. Additionally, Oxfam aims to amplify the voices of feminist organizations, youth, and indigenous peoples in climate negotiations, empowering them to lead the transition towards greener and fairer economic solutions. While climate justice is a recent addition to the strategic framework, several African country programs have been actively working on climate justice for many years and have established a significant track record in this area.
Oxfam/Somalia/Somaliland is currently implementing a program in Somalia aimed at amplifying and supporting the voices of the most vulnerable groups within the context of the climate emergency. As part of this initiative, Oxfam conducted a stakeholder mapping exercise in April 2022 for the African Activist for Climate Justice. The objective of the study was to identify organizations working on climate change in South Central, Puntland, and Somaliland, and enhance their capacity for greater participation, decision-making, and leadership.
The study assessed the organizational capacity, advocacy and participation, power and influence, and networking and coordination of partner organizations. Based on the findings, Oxfam Somalia/Somaliland is seeking an experienced consultant to conduct trainings on financial management and resource mobilization for 4 partner organizations. The training is aimed to support the partners in leveraging available opportunities and funding, building their networks, conducting climate advocacy campaigns, and establishing partnerships with like-minded organizations.
Specific Task
The consultant will be responsible for the following tasks:
- Conducting a comprehensive needs assessment for each of the eight partner organizations to identify gaps in their financial management and resource mobilization processes and capacities.
- Developing a customized training curriculum that addresses the specific needs of each partner organization. The curriculum should cover topics such as financial management, budgeting, financial reporting, resource mobilization, grant writing, and partnership building.
- Facilitating interactive training sessions for the staff of the partner organizations, ensuring that they acquire the necessary skills and knowledge to effectively manage their finances and mobilize resources for their climate advocacy campaigns and other projects.
- Assisting the partner organizations in identifying potential funding opportunities and establishing partnerships with like-minded organizations to further strengthen their network and increase their impact.
- Monitoring and evaluating the effectiveness of the training program and providing recommendations for future improvements and additional capacity-building initiatives.
The consultant will play a crucial role in enhancing the financial management and resource mobilization capabilities of the partner organizations, enabling them to operate more effectively and achieve their climate advocacy goals.
Deliverables
The consultant will be responsible for delivering the following:
- Capacity assessment reports for each of the eight partner organizations, providing a detailed analysis of their strengths and areas requiring improvement in financial management and resource mobilization.
- A comprehensive training customized to address the specific needs of the partner organizations. This includes training materials, resources, and guides to support the implementation of the training program.
- A comprehensive report on the conducted training sessions, incorporating participant feedback, lessons learned, and recommendations for future training programs.
- A complete donor mapping with identified potential funding opportunities and partnerships specifically tailored to the partner organizations, to enhance their network and resource mobilization efforts.
- A final evaluation report assessing the effectiveness of the training program, including an analysis of the outcomes achieved and recommendations for future capacity-building initiatives.
These deliverables will contribute to strengthening the financial management and resource mobilization capacities of the partner organizations, enabling them to maximize their impact in climate advocacy and collaborate effectively with like-minded organizations.
Methodology
The consultant will propose the methodology through an expression of interest, which will be refined and submitted along with the inception report. We anticipate that the consultant will employ participatory and interactive methods and approaches. Close collaboration with the project team and key stakeholders is expected, including providing documentation and organizing/facilitating consultative meetings. Oxfam Somalia will cover the logistical expenses related to organizing and conducting these meetings as part of the initiative.
Timelines
The consultant is expected to complete assignment within a timeframe of 25 working days.
Skills and qualifications
Consultants Profile
Essential
The ideal candidate should possess the following qualifications and skills:
- A master's degree or higher in Project Planning & Management, Grants Management, Communications, International Relations, Finance, Business Administration, or a related field.
- A minimum of 5 years of experience in grants management, project planning & management, financial management, preferably in the non-profit or development sector.
- Proven experience in conducting capacity-building for diverse organizations, specifically in grants management, including budget management, institutional development, and compliance.
- Strong analytical and problem-solving skills, capable of identifying organizational capacity gaps and developing customized training solutions.
- Excellent communication and presentation skills, with the ability to effectively engage and motivate participants during training sessions.
- Familiarity with the climate advocacy and non-profit landscape in the Horn of Africa with a focus on Somalia/Somaliland, including knowledge of potential funding sources and partnership opportunities.
- Fluent in English, with a good understanding of the Somalia/Somaliland context.
- Demonstrated ability to work both independently and collaboratively as part of a team, possessing strong organizational skills to manage multiple tasks and meet deadlines.
