Terms of Reference: Gender Equality and Social Inclusion (GESI) Expert
WHH Somalia & Somaliland | May 2024
Context
The GESI Expert will use their in-depth contextual understanding, technical and practical expertise, and relationship-building skills to define and deliver strategic initiatives for advancing gender equality and social inclusion. S/he will play a crucial role in leading the technical design, implementation, and measurement of high-quality programmes that will address gender disparities, promote equitable access, participation, and decision-making for women, girls, persons with disabilities and marginalized groups in both emergency and development contexts in Somalia. The Expert will ensure that the Somalia and Somaliland CO programmes are inclusive, equitable, and responsive to the diverse needs and rights of the population, ultimately contributing to sustainable and impactful change in the region.
GESI Expert: Responsibilities
The GESI Expert will:
· Lead in the development and implementation of GESI-responsive strategies, policies and action plans in the CO programme.
· Capacity build programme staff and partners (both LNGOs and INGOs) on GESI-related issues.
· Provide technical guidance and support to staff and partners (both LNGOs and INGOs) to ensure that GESI approaches are mainstreamed across all programme areas.
· Track funding opportunities and support Head of Programmes to design GESI-responsive programs and proposals.
· Conduct GESI analysis to identify gaps and opportunities to inform programme design and implementation.
· Ensure GESI-responsive MEAL systems are in place for the monitoring and reporting of GESI-related impacts and outcomes.
· Support the MEAL Expert and HoPs to efficiently manage GESI-related knowledge, making sure that lessons learnt, and best practices are documented, disseminated and used to inform quality programming.
· Work in close coordination with the support team to ensure that the CO processes - in procurement, HR, financial planning - are accurate, in compliance with WHH standards and GESI-responsive.
· Support applied research activities across various projects as required aligned with GESI outcomes.
· Represent WHH in country vis-à-vis relevant regional and national stakeholders and partners in coordination with Country and Area Offices.
Skills and qualifications
GESI Expert: Person Specification
· Strong familiarity of the local context and understanding of the socio-cultural dynamics in Somalia.
· Demonstrable understanding of GESI and/or background in experience in designing, implementing, and evaluating GESI-responsive programmes (3-5 years).
· Excellent written and spoken English.
· Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
· Proven track record of building the capacity of staff and partners on GESI-related issues.
· Fundraising experience and familiarity with BMZ and/or other German donors an advantage.
· Willingness to travel occasionally in accessible and secure areas of Somalia.
· A higher qualification in gender studies, sociology, social sciences, or a related field.
