Call for Applications - WASH & Construction Consultancy Services
Concern Worldwide invites qualified and experienced Civil/hydraulic engineers,
hydrogeologists/geologists to apply for inclusion in its WASH and Construction Consultancy Roster to
support current and future programmes across Somalia and Somaliland.
1. Background
Concern Worldwide has been operational in Somalia/Somaliland since 1992, implementing multisectoral humanitarian, resilience, and durable solutions programmes. These programmes include
WASH, Construction, Food Security, Livelihoods, Health, Nutrition, Education, and Emergency
Response, delivered directly and through local partners.
Due to insecurity and logistical constraints that limit staff access to certain project locations, Concern
Worldwide seeks to engage qualified national and regional consultants to provide localized technical
expertise, strengthen quality assurance, and ensure compliance with humanitarian standards across
WASH and construction interventions.
2. Purpose of the Consultancy
The purpose of this consultancy is to establish a pool (roster) of qualified WASH and Civil Engineering
consultants who can be engaged on an as-needed basis to provide technical support, engineering
design, supervision, and oversight of contractors and partners implementing infrastructure works.
The roster will be valid for 18 months, starting from the end of the prequalification process.
The consultancies will be categorized according to three main sectors:
A. Construction/civil engineering: construction/rehabilitation of infrastructure, including
o Education infrastructure, health and nutrition facilities, community centres
o Sanitation facilities,
o Rainwater collection systems (e.g. Berkads)
o Earth dams, haffir, embankments and similar
B. Groundwater resources management and hydrogeology:
o Boreholes and related activities (development, installation, pumping test and
interpretation),
o Solar pumping systems, water wells.
o Hydrogeological and geophysics assessments
C. Water management, hydrology, hydraulic engineering:
o Water networks, water systems (including pipelines, tanks, related infrastructure)
o Irrigation schemes, solar installations
o Earth dams, haffir, embankments and similar
o Resilience and natural resource management-related interventions
3. Classification of Consultancy (LOTS)
Consultancy services are classified into two (2) geographic LOTs:
• Lot 1: Somaliland
o Maroodijeex
o Awdal

• Lot 2: South-Central Somalia
o Banadir
o Lower Shabelle
o Bay
o Bakool
o Gedo
o Mudug
Applicants shall apply for only 1 sector (A, B, or C) and one or both LOTs, depending on experience
and availability.
Example 1: hydrogeologist with experience in Somaliland and South-Central Somalia: L1,2/ B;
Example 2: civil engineer with experience in South-Central Somalia: L2/ A
Example 3: hydraulic engineer with experience in Somaliland: L1 /C
4. The Duration and Nature of the Consultancy Engagement
• Consultants will be engaged on a consultant basis and are not employees of Concern
Worldwide.
• Engagements will be assignment-based, guided by specific Terms of Reference (ToR)
developed for each task.
• Consultants will be home-based, with travel to project sites or in-person meetings as
required and agreed in advance.
• The consultancy roster will be used for future assignments as need arises.
• The total number of working days will depend on specific assignments and will be agreed per
ToR and governed by a service contract.
6. Scope of Work / Key Responsibilities
Under specific assignments, the consultant(s) will provide technical support to Concern’s WASH and
Construction teams and partners including but not limited to:
a) WASH & Construction
• Shallow wells, boreholes, berkeds, haffirs/earth dams, sand dams
• Water supply pipelines and auxiliary works (storage tanks, elevated towers, animal troughs,
water points, pump/guard houses)
• Solar system supply and installation
• Sanitation facilities and latrine construction
b) Resilience, Durable Solutions & Food Security
• Environmental and natural resource management interventions
• Soil bunds, check dams, gabions, drainage canals
c) Education
• Construction and rehabilitation of schools and Temporary Learning Centres (TLCs)
• School sanitation facilities
d) Health & Nutrition
• Construction and rehabilitation of health and nutrition facilities
• Solarization initiatives
e) Emergency Interventions

• Emergency water supply, sanitation, and hygiene activities
f) Ad-hoc Technical Services
• Training, mentoring, and capacity building
• Technical reviews and quality assurance support
7. Expected Outputs and Deliverables
Deliverables will vary per assignment but may include:
• Technical assessments and site visit reports (with GPS-tagged photos)
• Engineering designs, drawings, specifications, and Bills of Quantities (BoQs)
• Supervision and inspection reports
• Work certification, pre-approval documents, and contractor performance feedback
• Minutes of meetings with Concern staff, partners, and contractors
• Supporting materials, SOPs, and technical guidance documents
• Final assignment reports
All deliverables must be technically sound, practical, climate-resilient, environmentally sustainable,
and aligned with humanitarian WASH and construction standards.
Skills and qualifications
8. Education, Experience, and Skills Required
Essential Qualifications
• Advanced degree in Civil Engineering, Water Resources Management, Hydrogeology,
Environmental Science, International Development, or a related field
• Minimum 5 years of relevant experience in WASH and/or construction within humanitarian
and development contexts
• Proven experience in:
o Engineering design and supervision
o Developing technical guidance, competency frameworks or training materials
• Strong analytical, facilitation and organisational skills
• Ability to work independently, manage multiple stakeholders and meet deadlines
• Knowledge and understanding of resilience designs is desirable
9. Language Requirements
• Excellent written and verbal communication skills in English
• Knowledge of local languages is an added advantage
10. Consultancy Fees and Payment Terms
• Consultants will be compensated based on agreed daily rates, inclusive of all costs
(accommodation, per diem and other related expenses). Concern will cover local travel
expenses (flights/car movements). Daily rates will be defined based on consultant’s
demonstrated experience and according to internal standards.
• Payments will be made upon:
o Submission of approved deliverables
o A Service Completion Certificate signed by Concern’s WASH Coordinator
o Submission of an invoice by the consultant
No additional benefits beyond the agreed consultancy fees will be provided.

• Applications will be reviewed and shortlisted based on qualifications and experience.
• Shortlisted candidates will be required to sit for a technical assessment/test and interview.
• Successful candidates will be included in Concern Worldwide’s consultancy roster for future
engagements for 18 months.
