Senior HR Manager

Duty Station: Garowe / Mogadishu / Hargeisa
Contract Type: Fixed Term (1 year renewable)

This position is open to candidates based inside and outside Somalia/Somaliland.

Position Summary

CARE Somalia is seeking a highly competent and proactive Senior HR Manager to lead the Country Office Human Resources function at both strategic and operational levels.

The Senior HR Manager will ensure the delivery of high-quality HR services, compliance with Somali labor law, CARE policies, and donor requirements, while providing strong HR advisory support to the Country Director (CD) and Senior Management Team (SMT). The role is central to workforce planning, talent development, organizational effectiveness, and employee engagement.

The position will supervise the HR team and support the Country Office in building a high-performing and values-driven workplace culture.

Reporting: Direct report: Country Director and Matrix report: Regional HR Business Partner (HRBP)

Key Responsibilities

1. HR Operations & Compliance

  • Oversee HR policies, procedures, contracts, payroll, benefits administration, and staff record management.
  • Ensure compliance with Somali labor law, CARE policies, and donor regulations.
  • Maintain accurate HR information systems including staff data, leave, performance, and learning records.
  • Lead employee relations, grievances, and disciplinary processes, escalating complex cases to the CD where necessary.
  • Support organizational change initiatives by ensuring HR structures and processes enable smooth transitions.

2. Strategic HR Advisory & Workforce Planning

  • Provide strategic HR guidance and workforce analytics to the CD and SMT, including talent gaps, retention risks, and staffing trends.
  • Lead workforce planning aligned with operational and funding priorities.
  • Advise management on HR policy interpretation, staffing decisions, and legal compliance.
  • Support implementation of key HR initiatives including talent management, performance management, succession planning, and staff development.

3. Leadership & HR Team Management

  • Supervise, mentor, and build the capacity of HR Officers and HR Assistants.
  • Establish clear roles, responsibilities, and performance targets for HR staff.
  • Promote a collaborative, accountable, and CARE values-based HR team culture.
  • Ensure effective HR service delivery across all duty stations.

4. Employee Engagement, Learning & Wellbeing

  • Support initiatives that strengthen staff engagement, retention, and wellbeing.
  • Oversee leave, attendance management, and staff welfare programs.
  • Coordinate learning and development activities, training, and staff capacity-building initiatives.
  • Provide guidance to managers and staff on performance management, employee relations, and career development.

Skills and qualifications

Requirements & Qualifications

Education

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Professional membership with CIPD or another recognized HR certification body, or a postgraduate qualification in Human Resource Management.

Experience & Competencies

  • Minimum 7 years of progressive HR experience in international NGOs or complex organizations, with at least 3 years in a senior HR management role.
  • Strong knowledge of Somali labor law, HR compliance, and best practices in HR operations.
  • Demonstrated experience managing HR teams in humanitarian or complex operating environments.
  • Strong advisory and stakeholder management skills, with proven ability to influence senior leadership.
  • Excellent communication, analytical, and interpersonal skills.
