Job Title: Programme policy officer (human capital development) NOA- 3 positions.

Contract Type/Grade: NOA

Duty Station: Hargeisa, Galkayo and Mogadishu

Contract Duration: 12 months - Renewable.

       Contribute to the development of nutrition projects and activities, plans and processes ensuring alignment with wider nutrition policies and guidance.

       Support the design and oversee the implementation of Nutrition, Social Protection, and School Meals Programmes within the designated area offices, ensuring alignment with WFP strategies and national priorities.

       Define appropriate programme responses based on needs assessments and contextual analysis, ensuring that interventions are tailored to the specific needs of the target populations.

       Align Social Protection activities with national frameworks and support government-led systems.

       Coordinate with government institutions on joint planning and implementation of Social Protection Programmes.

       Monitor programme implementation to ensure adherence to WFP standards, guidelines, and SOPs and donor requirements.

       Provide technical support to WFP staff and partners in the design, implementation, and monitoring of Nutrition, Social Protec-tion, and School Meals programs.

       Ensure programme quality through regular field visits, data analysis, and feedback sessions. En-sure coordination with PMLE on addressing challenges and gaps identified during field visits to close the loop.

       Promote the use of best practices and lessons learned in programme implementation.

       Identify opportunities to improve linkages and synergies within SO1 and SO2 between Nutrition, Social Protection, and School Meals programs, as well as with other units (for example with food systems team through home-grown school feeding).

       Establish and maintain strong working relationships with WFP staff, cooperating partners, government line ministries, UNICEF, and other relevant stakeholders.

       Participate in relevant coordination meetings and working groups, including advocacy for issues of strategic importance to WFP’s programming

       Ensure effective communication and information sharing with all relevant stakeholders

       Conduct regular needs assessments to identify capacity gaps among WFP staff and cooperating partners in Nutrition, Social Protection, and School Meals Programmes.

       Coordinate with the Country Capacity Strengthening team and activity teams to provided targeted technical assistance and capacity strengthening activities to government counterparts.

       Work closely with national and sub-national government counterparts to strengthen coordination mechanisms and institutional capacities.

 

       Develop and implement a comprehensive HCD plan based on the identified needs, aligning with WFP's strategic objectives and national priorities.

       Organize and facilitate training workshops, seminars, and on-the-job coaching sessions for WFP staff and partners.

       Monitor the effectiveness of programme implementation through regular field visits, data analysis, and feedback sessions.

       Enhance coordination between PMLE and programme staff at area office level, including regular information sharing, tracking of issues identified during field monitoring and follow up on actions taken.

       Track and disaggregate the programme indicators to inform necessary improvements and adjustments.

       Contribute to the development of programme reports and knowledge products to improve evidence-based programming and to support visibility and advocacy for WFP’s Programmes

       Prepare regular progress reports on programme implementation, including challenges, achievements, and recommendations.

       Contribute to the development of annual work plans and budgets for programme activities.

Skills and qualifications

Education: Advanced university degree in Nutrition and/ Public Health, food systems and transformation, social sciences, or any other related fields, or a first university degree with additional years of relevant work experience and/ training/courses.

Experience: At least one (1) year of relevant experience with advanced University Degree in Nutrition related Programmes implementation, Public Health/ Food Security/ Nutrition related activities preferably in humanitarian context, with international NGOs, United Nations System, or with the governmental institutions demonstrated leadership role in terms of emergency nutrition coordination OR first University Degree with minimum of two (2) years or more years of relevant experience.

Languages: Fluency (level C) in English language and Somali Language.

Knowledge & Skills: Solid understanding of nutrition in emergencies, Knowledge of social protection, safety nets and human capital development, Strong analytical, coordination and communication skills.
