The Nordic International Support Foundation (NIS) is seeking proposals from external consulting firms interesting in conducting assessments in Public Private Development Partnership (PPDP) for Renewable Energy Skills Training (REST) and Women Economic Empowerment (WEE) Program in targeted locations -Mogadishu and Garowe. Please refer to the ToR below for detailed information.
Proposal format
Only proposals that provide the following details will be considered:
- Information about the organization's background/ profile and relevant expertise/experience in project evaluation (max 1.5 pages); (5 marks)
- Understanding of the ToR (max 1 page); (15 marks)
- Description of the approach, methodology and work plan for performing the assignment (max 2 pages); (15 marks)
- The Financial Proposal should include (expressed in US dollars): Total budget, including break down of daily fee, and estimation of the number of required working days, VAT, travel/ communication/security related expenses, insurance & taxes. (10 marks)
- Sample of at least recently signed contracts for a similar assignment preferably from UN, INGO, and government institutions for the last 3 years. (15 marks)
- Sample of at least 3 recently written & approved reports for a similar assignment preferably from UN, INGO, and government institutions for the last 3 years. (15 marks)
- List of at least 3 proposed key professional personnel who will be dedicated for this assignment (attach CVs i.e lead consultant, field coordinator and data analyst among others) (10 marks)
- At least 2 letters of recommendation (5 marks)
- Valid registration & documents [ operating license, permits, tax clearance certificates etc] from relevant government / authorities (10 marks)

Skills and qualifications
The following criteria should be met by the desired consultant or consulting firm:
- A consultant should demonstrate a deep understanding of TVET systems, policies, and practices. This includes understanding the types of TVET programs, the skills and competencies required in different sectors, and key challenges and opportunities facing TVET systems.
- A sound experience and strong research skills, including the ability to collect and analyze data from multiple sources.
- A sound experience in designing and implementation monitoring and evaluation systems for TVET programs. This includes developing performance indicators, tracking progress against targets, and identifying areas for improvement.
- The consultant should have excellent communication skills, both written and verbal, in order to effectively communicate findings and recommendations to stakeholders.
- Capacity and experience in collaborating with diverse sets of stakeholders, such civil society organizations, private sector, government officials, donor representatives and international institutions.
- The consultant should have a Master of Education in Policy, Planning & Management, Law, Development Studies, Social Sciences, or a related field.
- Demonstrate relevant experience in the design and implementation of evaluations, assessments or baseline surveys including quantitative and qualitative data collection.
- Capacity to arrange all the logistical arrangements for field staff and actual field work, also have field monitors who are native Somali speakers, with knowledge of the culture, practices, and security situation in the proposed project target areas.
- Trained and qualified female and male (preferably 50% each) staff available for the baseline assessment and mid-term evaluation for reporting.
- Strong experience in both quantitative and qualitative data analysis and dissemination that could be applied to this program.
- Use of innovative technologies, including mobile data collection.
- Excellent report writing and presentation skills in English.
