  • Supporting the Most Exciting and Meaningful Missions in the World 

    International Observer

    Tasks:

    Provide International Observer support to the CTSAMM, to include the following sub-tasks:

    • Assist MVT leaders in their efforts to monitor the CoH Agreement in South Sudan by providing advisory support regarding the development and conduct of International Observer missions, Conflict Mitigation and Negotiation activities, and Monitoring and Verification Mechanisms.
    • Ensure all MVT operations are conducted with strict impartiality between the parties in South Sudan, with respect for all local communities and individuals, and in accordance with the provisions of the CoH and international legal norms.
    • Report any deviations from the above to CTSAMM leadership as well as the U.S. government.
    • Provide advisory support to MVT leaders on procedures and processes related to cease-fire monitoring and verification.
    • Provide daily written reports with analyses based on environmental observations of assigned security, political, social, humanitarian areas of expertise.
    • Provide weekly summary reports on physical and environmental observations of assigned security, political, social, humanitarian areas of expertise.
    • Daily submission of photographs and/or media content including tweets, blogs, videos, etc.
    • Assisting with development of an investigative procedures, deployment strategy and briefing materials for MVT operations.
    • Implementation of team logistics for deployment.


    Provide mentoring, training, and education to CTSAMM personnel in the following areas:

    • Professional development programs.
    • Organizational assessments, design, and structuring.
    • Evaluations and assessments.
    • Doctrine development.
    • Peacekeeping and humanitarian affairs/aid.
    • Consequence management.
    • Public Affairs and Strategic Communications.
    • Other duties as directed by the Program Manager.

     

Skills and qualifications

Expertise in some or all of the following areas:

  • Political analysis, human rights, post-conflict transition, and/or elections.
  • Demonstrated prior professional experience with regard to security assistance programs, International Observation, or Verification and Monitoring Mechanisms.
  • Demonstrated prior professional experience involving international development, conflict mitigation, disaster recovery, humanitarian assistance management, and/or counterinsurgency.
  • Demonstrated prior professional experience planning, strategizing, implementing, and reporting on projects.
  • Proficiency with personal computers and capable of using Microsoft Office products such as Word, PowerPoint, and Excel.
  • Capable of moderate physical exertion, to include the ability to lift and carry items of up to fifty (50) pounds.

 

Preferred Qualifications:

  • Prior professional experience in Africa or demonstrated prior professional experience working in an austere environment.
  • Two to three years of relevant professional work experience at the national or international level with some experience in organizing and/or observing election or other political/security processes
  • Demonstrated prior professional experience involving security assistance programs, or verification and monitoring mechanisms, or program management.
  • Demonstrated prior professional experience in military, security sector, or intelligence analysis. 
  • Demonstrated prior professional experience dealing with East African and international cultures, issues and individuals, especially South Sudanese geography, economy, and political structure.
