Position: Field Monitors (Several Positions)

Reports to: Project Manager

Duration of the contract: 12 months (renewable)

Expected Starting Date: As soon as possible

Duty station: Beletweyne, Bulaburte and Mahas

BACKGROUND

Development Action Network (DAN) is an action-oriented a voluntary, non-governmental, non-political, non-partisan and non-profit making organization, flexible and committed to provide programs answering to the community’s basic needs relevant to the current situation in Somalia. DAN serves all citizens without discrimination in terms of origin, race, color or creed which mirrors the purpose of inception and existence of the organization. Economic and social growth of the communities constitute the major focus of our work in Somalia.  The organization attaches a high premium in strengthening the capacity of local communities and institutions as the most sustainable way of overcoming ignorance, diseases, hunger, poverty, injustice and inequality, within a do-no-harm principles. Since its inception in 2006, DAN has transformed the lives of over 350,000 people through sustainable development programs in Somalia.

OVERALL RESPONSIBILITY OF THE POSITION:

To be responsible for the day-to-day activity of Implementations of DAN in Beletweyne, Bulaburte and Mahas districts respectively in a timely, accountable and quality manner. DAN is looking for professionally confident, self-motivated, experienced and committed team player to fill the position of field Monitors.

ACTUAL JOB RESPONSIBILITIES:

  • Monitor the Scope Registration Team and provide appropriate guidance and oversight as they conduct daily field activities in respect of WFP & DAN SOPs and requirements.
  • Monitor the compliance with WFP and DAN process and requirements and closely advise the project officer about any changes or diversion from the procedures.
  • Facilitate the identification and/or formation and mobilization of local structures such Relief Committees and community elders in the villages and district.
  • Facilitate beneficiary identification in consultation with local authorities, relief committees, target communities and leaders using set of criteria.
  • Implement the detailed implementation plans and follow the activities of the beneficiary’s selection such as registration and distribution of Scope cards.
  • Ensure that all activities such as communities’ consultation, beneficiaries’ selection and cash transfer are carried out correctly.
  • Participate in community mobilization, registration processes.
  • Ensure that all documents related to beneficiary’s activities are accurate and complete information to be captured by the SCOPE registrars
  • Facilitate planning, organizing, and management of relief program related activities.
  • Conduct awareness, sensitization on top ups, cash transfer activities among communities and local leaders.
  • Lead the field trips for the teams to register beneficiaries in the target sites and conduct security clearance before team departure and regularly monitor the team performance and safety.
  • Ensure the safety of equipment and resources usage and make sure that all organization equipment and office resources are utilized appropriately.
  • Develop work plans (Weekly, Monthly and Quarterly) to ensure effective implementation of DAN program related activities as outlined in the detailed implementation plan.
  • Ensure the transactions by Money transfer agent to beneficiaries meet project objectives.
  • Participate data collection and assessments of livelihood projects.
  • Supervise the Scope registrars’ performance and time accountability.

QUALIFICATIONS 

  • At least Bachelor Degree community development, Social Work, ICT, agricultural science, agronomy or any related discipline.

EXPERIENCE AND SKILLS 

  • At least 2 years of field monitoring/ Field level project implementation experience working with local or international NGOs more preferably cash based projects in a similar level is required.
  • Good report writing skills in English and information dissemination is required Strong interpersonal skills with ability to lead a team, communicate with integrity to different stakeholders.
  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships.

ADDITIONAL JOB RESPONSIBILITIES 

  • Assisting Inter-cluster multi-sectoral assessments during critical situations Producing Case studies and success stories of beneficiaries
