CONSULTANT SCOPE OF WORK
For
November 13, 2023 and December 31, 2025
Background
Equal Access International (EAI)– an international non-governmental organization (NGO), working in the area of communication for development (www.equalaccess.org) headquartered in Washington DC, with country offices and programs in different countries of Asia and Africa. EAI creates customized communications strategies and outreach solutions to support communities around the world to drive sustainable and transformative change in critical areas including governance, peace building, preventing extremism, youth, and gender. EAI is seeking a consultant to support our work in Somalia, focused on the normative change components of our security and justice work in the country.
Consultant Responsibility:
This will be undertaken over a maximum of 25 days between November 13, 2023 and December 31, 2024
Develop materials for trauma and trust-building sessions that prepare diverse stakeholders to engage with each other around key S&J issues in a safe and respectful way
· Review the materials developed by EAI so far related to the Area Based Problem work
· Draft Trauma and Trust-Building sessions of up to 4 hours for different stakeholders (including security and justice formal actors / duty bearers, rights holders and informal actors). These sessions should be held in separate groups and prepare the stakeholders to come together.
· If required / advised, draft a combined session for representatives from across stakeholders to come together in preparation for more formal combined workshops / dialogues.
· Finalise materials based on EAI’s inputs and feedback.
Prepare EAI and local partner staff to support with the delivery of the Trauma and Trust-Building sessions
· Take EAI and local partner staff through the materials and ensure they are prepared and able to support the roll out of the sessions
Facilitate Trauma and Trust-Building sessions for diverse stakeholders, to prepare them to engage with each other around key security and justice issues in a safe and respectful way
· Facilitate sessions in person in Kismayo and Baidoa, with EAI and partner staff as support (facilitators will be responsible for their own travel and accommodation costs, but all other logistical costs and arrangements related to the training will be covered by EAI/partner staff)
· Integrate any changes to the materials based on feedback (if relevant) from the sessions
· Submit a basic activity report for each of the sessions. This can include some recommendation on further integration of trauma work into the programme activities.
EAI Responsibility:
1. Assign the Team Lead / Technical Lead as the key contact for proactively communicating with the consultant on work and expectations
2. Provide access to meeting links and any data or documents required pertaining to different activities.
3. Organise logistics including training venue, participants etc for the sessions in Kismayo and Baidoa
3. Connect consultant to relevant personnel in country and home office as required.
4. The relevant in country contacts will be responsible for providing any additional information and data that will enhance the quality of the Consultant’s deliverables, but which the Consultant will not be able to access and/or extract independently.
Skills and qualifications
1. At least 5 years of demonstrated experience in trauma & trust building material development.
2. Experienced with developing trauma and trust building sessions with a range of different Somali stakeholders, including police / formal security and justice providers
3. Experience facilitating trauma and trust building sessions in Somalia
4. Ability and willingness to travel to and work in Somalia
5. Excellent communication and coordination skills.
6. Fluency in written and spoken English essential and Somali desirable
7. Experience working in Somalia, including particularly Jubaland and South West State will be considered an asset.
8. Experience in working with Government and NGOs/INGOs/Donors

4. Samples of similar work undertaken by the lead consultant.
5. List of at least 2 client references for similar work undertaken by the lead consultant.
