Muslim Hands So (MHS) is an international humanitarian organization that has been working in Somalia since 2011. Muslim Hands Somalia is committed to caring for the poor and the most vulnerable people across regions in Somalia and other countries in the world where Muslim Hands works. Our goal is to provide vulnerable People in Somalia with access to basic needs which include Livelihood Support, Health Care Services, Water, Sanitation and Hygiene (WASH), Education and other humanitarian services.

Muslim hands MHS is currently looking for an experienced short term evaluator to conduct the following;

Objective

The overall objective of third-party monitoring is to improve accountability and provide detailed information on the project progress and verify whether the project activities were implemented in line with Muslim Hands, funding office standards and humanitarian standards

Scope of Activities

·         Review project activities and determine if payment for activities has been utilized in accordance with donor agreement.

·         Investigate if project was executed in compliance with national laws and regulations.

·         Examine if ineligible expenditures have been properly identified and reported.

·         Determine if beneficiaries have received the benefit of payments made from Muslim Hands in respect of goods purchased, works delivered and services provided on

a.    Emergency Response for Baledweyne floods - 2023

b.    Livelihood Support Project Baledwayne -2023

·         Conduct further interviews with project beneficiaries, suppliers, staff to determine sound handling of resources.

·         Conduct further verification of the statements of payments through different channels and document them to be attached in the final report,

·         Prepare a comprehensive verification report based on the findings that have been thoroughly examined.

Deliverables

·         Prepare a comprehensive verification report based on the above-mentioned work separating the actual expenditures, activities received by genuine parties and those which have been found to be fabricated within 2 weeks of the contract.

·         On receiving the comments from the MHS relevant team, finalize the report and submit to MH Global Teams.

Terms

·         Consultant should travel to project sites.

·         The consultancy work will last approximately 2 weeks including induction and travel days. The days will start by the date the contract is signed.

·         A minimum of bachelors degree in development studies social science, statistics, or related field

·         Consultant should have minimum of 5 years including 3 years of carrying out similar verifications.

·         The consultant should have report writing and data analysis experience

·         Fluent in Somali and English and should have good knowledge of the context.

·         The consultancy is open to all qualified evaluators. The Consultant may consist of one person or a team of experts, in the latter case the applicants should propose a team specifying team member’s expertise.

·         No need to share your consultant fees at this stage,  Only shortlisted candidates will be asked to share their expected fees.

·         Consultant fee is paid in lumpsum by the completion of the assignment.

Travel, lodging and other incidentals related to activities which are pre-approved in writing will be covered by Muslim Hands.
