Job Title: TVET Specialist
Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba”
Location: Banadir and Southwest State of Somalia (2 positions)
Reporting: Team Leader (Skills and Education Expert)
Job Summary
The TVET Specialist will be instrumental in developing, designing, implementing, and overseeing the technical and vocational skills training components of the Rajo Kaaba Project. This role involves ensuring that the vocational training offered is market-relevant, hands-on, and effectively equips 6,000 young women and 1,000 young men (ages 15-35) for employment or entrepreneurship opportunities in the Southwest State of Somalia. The specialist will work closely with government counterparts, private sector actors, and community-based institutions to ensure alignment with local labor market needs and sustainability of outcomes.

Key Responsibilities and tasks
R1: Program Design and implementation
· Lead the design and contextualization of market relevant vocational training curricula in priority sectors: childcare, fisheries, agriculture, community health work, solar energy, and other relevant trades.
· Ensure integration of vocational training with foundational literacy, numeracy, and life skills components.
· Support the development of training materials and tools tailored to the needs of women and marginalized groups, including those with disabilities.
· Provide expert input to the Curriculum Development Specialist and Team Leader on the vocational skills components of the integrated curriculum, ensuring practical relevance and alignment with market demands.
· Cultivate and maintain strong relationships with a variety of stakeholders including Government departments (FGS and FMS Ministries of Education), donors, the private sector, and community-based institutions to identify market needs and potential employment pathways.
· Assist in identifying sustainable employment opportunities for learners choosing to enter the labor market and guide them towards entrepreneurship opportunities. Offer ongoing support to beneficiaries to track their employment status.
· Ensure that vocational training methodologies and facilities are inclusive, particularly for individuals with disabilities and those from marginalized communities, considering the project's target of a minimum of 10% participation from these groups.
· Provide technical guidance and support to the implementing partner on all aspects of TVET delivery, including practical training methodologies, equipment needs, and safety standards.
· Apply strong knowledge and understanding of the economic and educational contexts of women and youth in Somalia to inform TVET programming.
R2: Capacity Building
· Develop and implement effective capacity-strengthening models and approaches for organizations and individuals involved in delivering TVET, particularly focusing on women's skills development and youth development.
· Develop and implement capacity-strengthening models for trainers, facilitators, and local institutions.
· Provide technical guidance and mentorship to vocational trainers and facilitators.
· Ensure training delivery is inclusive, gender-sensitive, and aligned with best practices in adult learning.
R3: Stakeholder Engagement
· Collaborate with the Ministry of Education (FGS and FMS), local authorities, and private sector partners to align training with labor market demands.
· Facilitate partnerships with employers and entrepreneurship support organizations to create pathways for employment and self-employment.
· Support community outreach and awareness campaigns to promote vocational training opportunities
R4: Monitoring, Evaluation, and Reporting
· Contribute to the development of indicators and tools for tracking vocational training outcomes.
· Monitor training quality, learner progress, and post-training employment outcomes.
· Provide regular technical reports and input for project documentation, including success stories and lessons learned.

Working Conditions
· Based in Mogadishu and Baidoa, the position requires some level of travelling to project sites in Mogadishu (Wadajir and Howlwadag) and Southwest (Baidoa and Afgoi)
Skills and qualifications
Qualifications
· Advanced degree in Engineering, Education, Economics, or a related field.
· Experience:
· Minimum of 10 years of experience in technical and vocational education strengthening, workforce development, women's skills development, and youth development, specifically in Somalia or countries with similar contexts.
· Demonstrated experience in developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.
· Skills:
· Strong knowledge and understanding of the economic and educational contexts of women and youth in Somalia.
· Demonstrated ability to cultivate relationships and collaborate with diverse stakeholders, including government, private sector, and community organizations.
· Excellent leadership and interpersonal skills, including conflict resolution abilities.
· Excellent communication skills in both English and Somali
