MONITORING SUPPORT OFFICER (13 POSITIONS-ONE PER DISTRICT) - 1 YEAR CONTRACT

Scope of Work
The core function of this position is working with the project M&E team to provide monitoring and verification support in the field. The position will coordinate with the partners, Federal Member States, District Education Officers (DEOs), Regional Education Officers (REOs) and schools for collection and verification of performance data. The position will closely monitor all the activities in the district for quality assurance and applicable data compliances.
Duties and Responsibilities
- Support in monitoring and verification and update the project team on the progress in the field.
- Collect and report the data using appropriate data collection tools.
- Supervise the data collection for effectiveness survey for pre- and post-test for each cohort, and other research and studies under the project.
- Enter the data in appropriate database including MS Excel as well as online MEL database.
- Ensure data quality by applying multilayer verification, validation and proper checks of evidence.
- Immediately intimate any issues or challenges faced or noticed that may hamper smooth program implementation to the office.
- In close coordination with the DEOs monitor the distribution teaching and learning materials and other activities in the field.
- Where assigned by the supervisor, provide support to implementation of activities in the field.
- Perform any other relevant essential activities as assigned.
Reporting & Supervision: The Monitoring Support Officers in the field will report to the project M&E team.
Skills and qualifications
- Diploma or bachelor’s degree in social science, development studies, education or related field. Knowledge of district and local contexts including socio-geographic knowledge.
- At least (2) two years of experience in overseeing and monitoring the activities in the field.
- Minimum one (1) year experience in data collection, data entry, data processing, and report the data.
- Experience of working with local/national governments, communities and partners.
- Ability to handle digital devices specially touch screen devices for data collection.
- Must be able to engage positively and productively with a diverse population of team members, stakeholder and government counterparts.
- Good interpersonal communication skills and be a team player with good writing in English.
- Must be able to meet tight deadlines and have multitasking ability.
- Must be professionally fluent in written and spoken Somali language and Dialect in local district.
- Excellent command on MS Excel specially handling complex spreadsheets.
- Must have a valid Somali passport, or at least valid Somali national ID card.
