The Somali Child rights coalition (SCRC) was established as an independent multi-sectoral coalition of civil society organizations involved in and with child rights issues to largely advocate for making child rights a high priority in the Somalia government’s agenda and at national, regional and international levels. The overall aim of the CSO Coalition on Child Rights is to advocate, influence policy formulation, report on international legal treaties and be the voice of Somali children.

TERMS OF REFERENCE (TOR)

Raising awareness by Producing and Disseminating Media Programs on Child rights bill and African Charter on the Rights and Welfare of the Child and Child Rights issues in Somalia

1.      Background

                                                                      

The Somali Child Rights Coalition (SCRC) represents a collaborative effort among multiple child-focused organizations in Somalia, all committed to advancing the rights and well-being of children across the nation. Through unified advocacy and coordinated action, SCRC aims to raise awareness about children's rights issues and ensure the effective implementation of child rights laws in Somalia. By harnessing the collective expertise and resources of its member organizations, SCRC endeavours to drive positive change and create a more inclusive and protective environment for children throughout the country.

 

To raise awareness about child rights laws and issues, the SCRC plans to produce and distribute a series of radio and Tv programs. This involves developing informative content, collaborating with media professionals, and utilizing various platforms. The goal is to engage communities, stimulate dialogue, and promote action on child rights. The SCRC will monitor and evaluate the impact of these media programs to ensure effectiveness in advancing children's rights across Somalia.

 

2.      Objective of the Consultancy

 

The media programs aim to raise awareness and key child rights policies and child rights issues in Somalia.

 

3.      Scope of Work

The selected consultant will be responsible for the following tasks

-          Producing 8 PSAs, each 90 seconds long, as well as 8 TV shows, each 30 minutes long, raising awareness on key child rights issues and importance of developing and implementing child rights legislations in Somalia.

-          Identifying suitable TV and radio stations to broadcast the media programs

-          Disseminating information about the programs through social media channels

-          Utilizing media monitoring services to gather and evaluate coverage.

-          Providing a comprehensive summary and analysis of media coverage, including an assessment of key message penetration.

 

4.      Deliverables

The consultants are expected to deliver the following:

-          Submit an inception report, monthly qualitative and quantitative (with number of people reached by specified project areas) report and final report detailing about the activities.

-          Design, develop and finalize the television contents in close coordination with SCRC team.

 

 

 

 

-          Use national and local media to increase awareness on child protection and child rights issues.

-          Develop and produce radio content/Public Service Announcements (PSA) in close coordination with SCRC team.

-           Prepare the jingle highlighting local context, culture, and tradition. Priorities local language and instruments where possible.

-          Broadcast radio jingles and frequent message alert on child protection and child rights issues.

-          Translate and broadcast the media components in local languages as per the requirement of the selected area.

-          Publish the contents in online portal with English subtitle.

-          Provide evidence of published content

 

5.      Timeline

The Media campaign engagement activity will be conducted for 2 months. The consultant should provide a detailed work plan with specific timelines for each task, including the submission of the final report.

Skills and qualifications

1.      Consultancy Qualifications

-          Must be a Legally registered company in Somalia

-          Expertise in Media Production: The firm should have a proven track record in producing high-quality media content, including public service announcements (PSAs) and television shows, with experience in addressing social issues and advocacy campaigns.

-          The firm should possess a deep understanding of child rights principles, laws, and policies, along with experience in advocating for children's rights issues within the Somali context.

-          Established relationships and partnerships with television and radio stations, as well as social media platforms, to facilitate the airing and dissemination of media programs to reach the target audience effectively.

-          Ability to conduct research, gather data, and measure media coverage using reliable media monitoring services to evaluate the effectiveness and reach of the media programs.

-          Awareness of cultural nuances and sensitivities within the Somali context to ensure that the media content is culturally appropriate and resonates with the target audience.

-          Strong project management capabilities to oversee all aspects of the media production process, including planning, budgeting, scheduling, coordination, and quality control.

-          Knowledge of and adherence to relevant media regulations, ethical standards, and child protection guidelines in Somalia.

-          A proven track record of successfully executing similar media campaigns or projects related to child rights, social issues, or advocacy initiatives in Somalia or comparable contexts.

 

                                    

2.      Budgeting for the Assignment

 

The budget for this Assignment should cover the company consultants' fees, development of talk shows, development of massages, airing radio massages, and other related costs. The consultant should provide a detailed budget proposal as part of the submission.

 

3.      Proposal Submission

Interested consultants or consulting firms should submit a proposal that includes the following:

 

 

·         Technical proposal outlining the consultants' understanding of the task, proposed methodology, and work plan.

·         Financial proposal with a detailed budget breakdown.

·         Inception report

·         Media profile.

·         CVs or profiles of the proposed consultants, highlighting their relevant experience and qualifications.

·         Samples of previous work related to media coverage

 

4.      Evaluation Criteria

The proposals will be evaluated based on the following criteria:

·         Media campaign activities with detailed description.

·         Consultant qualifications and relevant experience.

·         Media coverage areas (preferable to different areas)

·         Methodology and work plan.

·         Budget feasibility.

·         Quality of previous work samples, if provided.

 

Upon the above mentioned criteria, qualified Consultant is expected to submit both the Technical and Financial Proposals. Accordingly, Consultants will be evaluated based on Cumulative Analysis as per the following scenario:

·         Responsive/compliant/acceptable, and

·         Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals is:

·         Technical Criteria weight is 70%

·         Financial Criteria weight is 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation.
