Procurement of Consultancy Services for Audit FY 2022 for World Bank projects for FY 2022 for the Office of the Auditor General of Somalia (OAGS) and the Office of the Auditor General of Puntland State (OAG-Puntland)

Background

1. The Federal Government of Somalia (FGS) has entered into agreements for grants and financing with the World Bank for the Recurrent Cost and Reform Financing, Phase II (RCRF II) and Phase III (RCRF III) Projects (“Projects”). The Projects are a central instrument in the World Bank Somalia Project por]olio and are an important source of financing and support to the FGS and FMS.
2. The Government intends to apply part of the proceeds in the Procurement of Consultancy Services to for audit services for World Bank projects for FY 2022 for Office of the Auditor General of Somalia (OAGS) and the Office of the Auditor General of Puntland State (OAG-Puntland)

• The Ministry of Finance now invites eligible firms (“Consultants”) registered with a recognized professional accountancy body to indicate their interest in providing the Services. Interested Consultants should provide informa_on demonstra_ng that they have the required qualifica_ons and relevant experience to perform the Services. The short-lis_ng criteria are as follows:

1. Core business of the firm and years in business (not less than 10 years’ experience in accoun_ng and audi_ng of development projects).
2. Experience of similar assignments on public sector and projects financial audits of donor funded programs including familiarity with the World Bank Regula_ons on procurement, financial repor_ng, and audi_ng requirements.
3. Experience of having worked in an environment similar to that of Somalia; and
4. Technical and managerial capability of the firm. (Provide only the structure of the organiza_on, general qualifica_ons, and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlis_ng stage.
5. Terms of Reference:

The detailed Terms of Reference (TOR) can be found at the following website: www.mof.gov.so or it can be forwarded to the applicant upon submission of applica_on to the address indicated below. The finalized TOR will be included in the Request for Proposals that will only be sent to shortlisted candidates.

1. SelecLon Method:

The ahen_on of interested Consultants is drawn to sec_on III, para 3.14, 3.16 & 3.17 of the World Bank’s Procurement Regula_ons for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consul_ng and Consul_ng Services, "Procurement Regula_ons for IPF Borrowers" July 2016, revised November 2017 revised August 2018 and November 2020 (“Procurement Regula_ons”), selng forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifica_on but should indicate clearly whether the associa_on is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the en_re contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selec_on (LCS) method set out in the Procurement Regula_ons.
