    MEDECINS SANS FRONTIERES (MSF) – SOMALIA MISSION

    MSF is a humanitarian medical organization providing emergency medical aid to populations in need. Somalia mission set up Projects in Somalia and in Baidoa, Bay region Somalia at Bay Regional Hospital in particularly is now is looking for below position:

    Job Title                    : Hospital Clinical Lead.

    Work Location        : Bay region, SWS, Somalia.

    Start date                   : Immediately

    Length of contract                     : Fixed term contract with possibility of extension based on performance and operational need (Includes 3 month probationary period)

    Main Purpose

    Implement gynecological and obstetrician procedure and newborn essential care performing any other prior treatment required, during or immediately after a woman has given birth in order to improve women’s reproductive health and to reduce pregnancy, delivery and neonatology risks. This will be done in accordance with MSF policies, protocols and universal hygiene standards and in multidisciplinary collaboration with the others medical doctors and midwife services, under the supervision and guidance of the expatriate gynecologist, sometimes long distance (via telephone, internet) or in person when a field visit is available.

    Accountabilities

    • Provide health care related to gynecology and obstetrics to patients, including prevention, diagnosis and treatment.
    • Ensure the implementation of MSF clinical policies, tools, guidelines and protocols related to gynecology and obstetrics in order to minimize clinical risk and to extend best reproductive practices.
    • Carry out continuous training for doctors, midwives and nurses in SRH DEPARTMENT
    • Lead the maternal mortality committee and implementation and follow up of the actions/startegies for the reduction of maternal mortality in conjunction with an expatriate gynecologist.
    • lead the management of obstetric and gynecological complications under the supervision of the expatriate gynecologist remotely or face-to-face when in the field
    • Organize mortality and other SRH related medical review meetings
    • Provide feedback and support highest possible quality of care in operation theatre, patient-flow,
    • Being a member of the hospital management team (either MSF or aligned with MOH counterparts), ensur-ing an effective quality management and improvement system is operating in the hospital.
    • Ensuring patient safety in the hospital through:
    • Overseeing the implementation of the medical incident reporting policy;
    • Overseeing the systematic follow up of all medical incidents, ensuring system failures are addressed;
    • Chairing a functioning mortality review committee;
    • In conjunction with the hospital management team, ensuring the development and implementation of quality improvement plans for the hospital
    • Coordinating and supervising the implementation of the therapeutic medical protocols, procedures and standards used in the hospital.
    • Participating in close collaboration with the HR Department, in the associated HR processes for staff in-volved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) in order to ensure having the appropriate team in terms of size, capabilities and skills
    • Ensuring an educational program is in place to address the learning and development needs of medical doc-tors in the hospital.
    • Ensuring medical staff are trained and able to identify and escalate the management of deteriorating pa-tients.
    • Functionally supervising the medical doctors in the hospital providing technical support. Overseeing the rational use of medications, particularly antibiotics. Being responsible for all clinical referral decisions.
    • Ensuring the monthly medical activity reports for all clinical areas supported by MSF in the hospital are completed

    MSF Section/Context Specific Accountabilities

    Perform advanced surgical procedures in gynecology and obstetrics with the support of the expatriate gynecologist when circumstances allow.

    Lead Maternal Mortality reviews and update the mortality database; and propose, and implement improvements in care of patients based on lessons learnt.

    Apply and implement surgical checklist, and other standard documentation in the OT for the staff to adopt systemati-cally.

    Support and coach MoH maternity staff in Baidoa projects (theoretically and practical) Support the implementation and launching of SHR activities in Baidoa project

    Provide support to other OT staff (nurse anesthetist, scrub nurse etc.) in Baidoa projects. Participate in IPC improvement in OT, maternity and Neonatology committee.

    As part of medical team, participate in medical orders, weekly and monthly reporting. Ensure maintenance of and update the mission Fistula Care Database.

    Support the mission in the formulation and implementation of SRH strategy.

    Skills and Qualifications

    Education

    Specialist in gynecology and obstetrics with extensive experience in service in the outpatient, in-patient and emergency areas.

    Experience

    Essential at least 4 years certified work experience in Gynecology and obstetrics department

    Desirable previous experience with MSF or other NGO is in developing countries.

    Languages

    Essential language English; local working language (Somali) mandatory

    Knowledge

           Comprehensive management of common pathologies in the gynecology and obstetrics service

    Experience in repair of obstetric fistula will be taken into account; and willingness to receive standard training on fistula care.

    Essential practical knowledge in basic general surgery and high complexity surgical procedures in gynecology and obstetrics (cesareans, salpingectomy, laparotomy, hyster-ectomy)

    Essential computer literacy (word, excel).

    Essential, specialist diploma.

    Update courses related to gynecology and obstetrics. Neonatal resuscitation training
