Job description

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected people.

Duties & Responsibilities:

WASH Project Officer

  1. Explore opportunities for innovative WASH projects, support in design, implementation, and documenting lessons learned.
  2. Monitor and report on the WASH project activities and ensure compliance with plans and NRC standard
  3. Ensures that standards and specifications for works and materials deliveries are adhered to and gives recommendation(s) to the management as necessary, including certification of completed works for payments
  4. Assist in planning for project implementation including technical activity, budget monitoring, and logistical planning
  5. Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, registration of the beneficiaries, promotion of effective use, and post-distribution monitoring
  6. Oversee and manage the Water Sanitation and Hygiene Project in an IDP settlement site
  7. Develop design plans, working drawings, technical specifications, and bill of quantities as per approved standards outlined on the project design for the said project, including emergency sanitation facilities.
  8. Establish and oversee implementation of systems for efficiently controlling the quality of technical works; closely tracking works progress against payment and work plans and controlling the quality of the final construction outputs as per donor and user community expectations.
  9. Coordinate and mobilize community user groups, including the formation of effective household-based sanitation committees and water user management committees to within each of the two refugee camps.
  10. Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH program.
  11. Mobilize communities and community leaders for the building materials, construction activities, and maintenance of structures
  12. Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  13. Conduct water quality testing, analysis, and treatment of sources as required. This will include the promotion of household water treatment and reporting
  14. Collate data from the WASH Assistants and prepare regular reports on activities and WASH conditions for monitoring.
  15. Liaise with community leaders and other sectors and agencies working locally to coordinate within the WASH sector and between sectors such as Shelter.
  16. Preparation of reports, guidelines, and other strategic documentation
  17. Recruit, train, and manage incentive workers including performance appraisal.
  18. Organize day-to-day logistics, administration, and personnel activities together with the other sectors
  19. Supervise community-based hygiene promoters and field monitors
  20. Design and Monitor community water trucking (vouchers)
  21. Any other assignment as may be required by the WASH Coordinator/WASH Manager

WASH Assistant

  1. Support implementation of water trucking activities under NRC in Jubaland
  2. Conduct community meetings and carry out FGDS (focus group discussions) with selected groups.
  3. Together with the Monitoring and Evaluation unit carry out periodic monitoring and evaluation of WASH activities.
  4. Community mobilization and registration.
  5. With Project Officer/Coordinator: support, prepare/provide project needed information for reporting and proposal development
  6. Overseeing procurement and distribution of hygiene kits Update and maintain all WASH filing systems including contracts, beneficiary lists, and reports e.g. (Field visits, monthly and quarterly reports)
  7. Attend WASH meetings and provide meeting updates
  8. Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities.
  9.  Conduct hygiene promotion activities in the IDP camps and schools under the guidance of the WASH Officer.
  10. Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.
  11. Raise awareness on issues relevant to the community and encourage their participation in projects
  12.  Ensure mainstreaming of all cross-cutting issues in the implementation of activities
  13. Prepare field visit reports or as required internally by NRC as well as relevant donors
  14. Carry out any other WASH-related duties/assignments assigned by the supervisor.

WASH & Shelter Engineer

  1. Initiate and develops NRC Shelter/WASH Infrastructural Designs and supervision of construction works
  2. Liaise and collaborate with relevant local authorities, Line ministries/clusters, and the project beneficiaries.
  3. Innovativeness propelling delivering high-quality work to vulnerable people. 
  4. Take part in project activity reporting work including midterm project reporting, activity progress reporting, Baseline surveys, and end-line surveys analysis
  5. Ensure timely delivery of quality construction
  6. Lead in overall planning and design of projects
  7. Participate in the tendering process including pre-qualifying contractors, evaluations, and awards
  8. Prepare tender documents for construction works including technical drawings, specifications of works, Bills of Quantities, and conditions of contracts Review contract claims, analyze and recommend variation orders
  9. Prepare documents for final handover and closure of projects
  10. Provide technical input in the general supervision, the progress of construction activities, and control of the quality of materials and workmanship
  11. Ensure that procurement, development, and distribution of materials and equipment are timely and according to procedures
  12. Participate in the expansion, development, coordination, and management of NRC’s Shelter, and WASH projects in the designated region, and represent NRC in the WASH/Shelter cluster meetings.
  13. Carry out informal and formal training sessions for staff and beneficiaries (according to identified needs).
  14. Prepare a progress Project reports
  15. Contribute proper project documentation
  16. Ensure documentation of project progress is ongoing and integrate sound M&E procedures in all aspects of the project.
  17. Monitor, evaluate and ensure that the project activities are consistent with plans and budget lines and NRC’s policy and standards
  18. Prepare the monthly cash and payment forecast.
  19. Assess the completion of works, recommend payments, and prepare interim and final payment certificates
  20. Carry out settlement exercises and develop the site plans for Wash/shelter construction

Skills and qualifications

Skills & Experience

  • Degree in Water Engineering, electric engineering, Civil Engineering, Public health, Community development, Geology or any related discipline. 
  • At least one years experience for assistant role and two years for officer in design and implementation of Water and Sanitation schemes projects
  • Knowledge of AutoCAD, WaterCAD or any civil works design software is highly desirable
  • Experience from working with WASH and Shelter projects in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge of English
