1.  Background: The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Capacity Advancement, Livelihoods, and Entrepreneurship, through the Digital Uplift Project (SCALED-UP) and intends to apply part of the proceeds of the above project to finance the consultancy service to support the establishment of a comprehensive digital infrastructure for the MoCT Sector for the implementation of the GEA Framework.

2.    Responsibilities: the consultant will Develop a comprehensive digital infrastructure for the MoCT Sector for the implementation of the GEA Framework, based on best practice models; Take stock of reforms necessary to create the enabling environment for the provision of digital administrative, financial, and public services; Undertake a feasibility study for the development of a Government Enterprise Architecture (GEA), Document international best practices that may be relevant to the Somali context; Develop a prioritized and sequenced list of key databases and services (both for government and citizen-facing)., Develop Terms of Reference (TOR) for implementing the GEA framework, Conduct high-level IT systems audits and validations of proposed technical specifications for new developments in public services digitization, Provide technical training on platform-level services at least once per quarter for developers of information systems in the public sector. Skills and qualifications

3. Duration: The firm is expected to complete the proposed assignment within 10 Months.

4. The Ministry of Finance invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are as follows:

1.       Core business of the firm at least 7 years in business (General experience in conducting enterprise architecture, managing fundamental architectural frameworks, methodologies, and architectures)

2.       Specific experience in successfully implementing similar assignments. (At least one similar project linked to prior knowledge of advising governments on enterprise architecture issues is required). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.

3.       Experience of relevant services in an environment similar to that of Somalia and

4.       Technical and managerial organization of the firm (provide only the structure of the organization). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

5.         The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the

World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6.       Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected

7.       A Consultant will be selected under the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
