CONSULTANT - Master Trainer for Nabadaynta Transformative Training

SCOPE OF WORK

November 25, 2024 – March 30, 2025

Position Title: Master Trainer (Male) – Nabadaynta Transformative Training Program Background

The Nabadaynta Program is an initiative to strengthen security and access to justice in Somalia’s Southwest and Jubaland states. Due to decades of conflict and weak formal justice mechanisms, marginalized groups such as women, IDPs, PLWD, and traditionally marginalized clans face significant barriers in accessing fair justice. This program includes a transformative training to empower key justice and security actors to become agents of change, using a trauma-informed, reflective approach to address inequality, discrimination, and harmful social norms.

Nabadaynta Soomaaliya Programme

Since 2022, Equal Access International (EAI) has led a consortium to help Somalia rebuild its security and justice sectors as the social and behaviour change (SBC) prime partner under the Nabadaynta Soomaaliya program. The program is overseen by the International Organization for Migration (IOM). EAI works with partners BBC Media Action, Perspective Media, Wajir South Development Association (WASDA), Active in Development Aid (ADA) and Gargaar Relief Development Organization (GREDO) to support Somalis in achieving visible, practical change in its security and justice systems in both Jubaland and Southwest State.

Given each of their long-term commitments to working closely with communities to build solutions in targeted areas, EAI and our partners have the support and trust of communities across Jubaland and Southwest State. Building on this trust, each is instrumental in coordinating the project’s social and behaviour and norms change interventions in partnership with local media organizations as part of the Social and Behaviour Change Communication (SBCC) and Security & Justice components of Nabadaynta.

The aim of Nabadaynta is to improve how Somalis view and access services by identifying security and justice priorities through the Area Based Problem identification process. Through community-led discussions, this process pinpoints the top priorities by Somalis in violence-prone areas, where people are compelled to work together toward lasting solutions 

EAI is seeking to engage an experienced male consultant Master Trainer to support the design and deliver a transformative training to key influencers within formal and informal justice systems, using culturally relevant, trauma-sensitive approaches. The trainer will foster critical reflection, facilitate discussions on social and gender norms, and support participants in developing actionable strategies to promote justice, trust, and inclusion in their communities.

Consultant Responsibility - Scope of Work

This consultancy will be undertaken between November 25, 2024, and March 31, 2025. The consultant master trainer will be required to travel to the Southwest District of Baidoa in December or January to conduct the first training and then following revisions to the materials will replicate the training in Kismayo in February 2025. The consultant is also required to implement the first mentoring sessions in Baidoa and Kismayo in March. Upon validation of the approach, the consultant may be also engaged to replicate the training in Dolow and Hudur.

Activities undertaken as part of this SOW may include, but are not limited to, the following:

Deliverable 1: Training Design

Support the lead curriculum expert to develop the training materials and modules to be context relevant and conflict sensitive, culturally appropriate for Somalia, respect Islamic principles

Review all training materials in English and Somalia prior to finalization to provide feedback for adjustments and completion.

Deliverable 2: Training Delivery

Engaging transformative learning approaches, lead the delivery of a 3-4 day training session for up to 20 participants in each target location (Kismayo, Baidoa, Dolow, and Hudur). By establishing a safe and respectful learning environment that allows participants to openly discuss sensitive topics, facilitate sessions that encourage self-reflection, critical thinking to reflect on participants role as change agents in Somali justice contexts, promote the adoption of inclusive behaviours and advocate for equitable practices among formal and informal justice actors. The consultant will also Identify ‘Early Adopters’, who display potential as co-facilitators for peer-led training sessions in follow up training sessions.

Deliverable 3: Documentation and Reporting

Document each training session, including capturing key discussions, participant feedback, and reflections on the training’s impact. Develop post-training reports that capture insights on participant transformation, areas for improvement and adaptation in the training modules or delivery, and recommendations for best practices for future training sessions.

Deliverable 4: Follow-Up and Mentorship

Participate in quarterly follow-up mentoring sessions to support participants’ implementation of knowledge and skills within their organizations or communities. Facilitate quarterly peer learning opportunities, where participants can share progress, reflect on challenges, and exchange strategies for driving change in their respective sectors.

Skills and qualifications

       Bachelor’s degree in social sciences, psychology, education, or a related field. Advanced training in transformative learning or trauma-informed approaches is an asset.

 

       At least 10 years of experience delivering transformative or reflective learning programs, with a strong background in trauma-informed approaches, social norms, and power dynamics in Somali contexts.

 

       Demonstrated ability to facilitate sensitive discussions on gender, power, trauma, and social change within a Somali context. Demonstrated ability to work with senior officials and institutions.

 

       Strong familiarity with South-West state or Jubaland and understanding of the Somali justice landscape, including formal as well as existing legal aid organizations.

 

       Previous experience working in conflict or post-conflict environments, with an understanding of the specific challenges and dynamics in Somalia.

 

       Familiarity with the socio-political and economic context of Somalia, including knowledge of the local culture, customs, and historical background.

 

       Proficiency in Somali and English is essential

Duration and Reporting

During the pilot phase, the 12 days assigned to this role are expected to be utilized across 4 months starting in November 2024 until March 2025, with the possibility of extension based on the success of the training approach. During the pilot phase the training will be designed and delivered in one maximum two districts, followed by a mentoring session held in March. The consultant will be required to travel to the districts and all travel costs will be covered by Equal

Access. The consultant will report to the Technical Director and working closely with the GESSI Lead.
