BACKGROUND
The Federal Government of Somalia (FGS) has received financing from the World Bank towards the cost of Somalia Education for Human Capital Development (SEHCD) and Somalia Empowering Women Through Education and Skills (Rajokaaba) projects and intends to apply part of the proceeds for consulting services. Both these projects are being implemented by the Ministry of Education, Culture and Higher Education. The SEHCD project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes across all Federal Member States. Rajokaaba project is designed to provide Skills for Life and Labor Market, Higher Skills Development for Women’s Leadership, and technical assistance and improvements to systems linked to the project interventions.
The consulting services (The services) include (i) support and backstop reporting systems and processes (since, without comprehensive reporting, the value of third-party monitoring is significantly diminished)(ii) supporting a systematic and proportionate portfolio of analyses and sample monitoring, both remote and in person, and both quantitative and qualitative, to provide detailed findings that provide granular and timely assurance or challenge, as the case may be, on what has been reported (iii) To contribute to a frequent and timely cycle of review of reporting and monitoring data by the host government and the World Bank team and (iv) To provide reasoned assurance on the research questions listed in the TOR and contribute to the sustainability of the data and assurance operations of MoECHE and the wider education sector, and, cross-sectorally, to the sustainability and cross-fertilization of data and assurance operations across the World Bank Somalia portfolio. The Consultant will undertake all the specific tasks and deliverables detailed out in the Terms of Reference (TOR).

Skills and qualifications
The Ministry of Education Culture and Higher Education now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI). The short-listing criteria are as follows:
i. Core business of the firm demonstrating at least 7 years in business with experience of carrying our similar works (monitoring of large programmes, data collection and analysis.)
ii. Specific experience in conducting similar assignments (working in education sector particularly with regard to (a) learner data including regarding children and young people, vulnerable and/or multiple marginalized participants and their progress (b) primary, secondary, non-formal and higher education subsectors and (c) education data/MIS systems. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
iii. Experience of relevant services within an environment like that of Somalia (working in Somalia or other locations with similar characteristics (Africa region, operating in locations with FCV characteristics).
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the “Procurement Regulations”.
