Gender-Responsive Market Value Chain Analysis For Resilient Livelihoods and Inclusive Economic

Opportunities – Nagaasho Project

Location: Bardhere (Gedo), Belet Weyne (Hiraan), Afgooye (Lower Shabelle), Lasanod (Sool), and Erigavo (Sanaag), Somalia/Somaliland.

1. BACKGROUND
The Nagaasho Project is part of the Danish Somalia Strategic Framework (2024–2028) and is implemented by a consortium of partners. The project aims to strengthen the resilience of rural and displacement-affected communities by reducing the pressures that lead to forced displacement. Domain 2 of the project focuses on enhancing resilient livelihoods and inclusive economic opportunities, particularly for women, youth, and marginalized groups in high-risk areas.
Despite the importance of the agro-pastoral sector in Somalia, it is characterized by weak market integration, systemic gender disparities, and frequent climate-
induced disruptions. These challenges necessitate a robust value chain analysis to unlock sustainable opportunities for women and youth, and to reduce
vulnerabilities to economic displacement. This assignment will provide actionable insights to inform inclusive, economic-resilient interventions that can scale
through existing platforms such as the Kobciye Fund and the Innovate for Food Security (IFFS) Champions program. The findings from this analysis will directly
inform the development of innovation challenge briefs under the Innovate for Food Security (IFFS) Champions Program. These briefs will guide the design of
targeted innovation challenges aimed at addressing key market inefficiencies identified across the value chains.

2. PURPOSE OF THE ASSIGNMENT
The consultancy seeks to conduct a Gender-Responsive Market Value Chain Analysis (GRMVCA) across five districts in Somalia and Somaliland. The
analysis will identify key economic opportunities within local food systems that can sustainably include women and youth, address systemic inefficiencies in
market access and logistics, and inform inclusive and climate-smart development strategies including key barriers on timely and sustainable finances/investments.

The findings will also directly inform the development of innovation challenge concept notes under the Innovate for Food Security (IFFS) Champions Program,
ensuring the analysis feeds into practical, solution-oriented interventions. The results will inform Nagaasho’s Outcome 2: the creation of sustainable, climate-
resilient livelihoods by strengthening market linkages and supporting innovative solutions to food system inefficiencies.
3. MAIN OBJECTIVE
The main objective of this assessment is to identify, analyze, and prioritize inclusive and climate-resilient food value chains that offer sustainable livelihood
opportunities for women and youth in Afgoye, Bardhere, Beledwayne, Erigavo, and Lasanod.
The assessment will inform the design of targeted interventions that address systemic inefficiencies, strengthen market linkages, and promote gender-
responsive innovations within local food systems, contributing to reduced economic displacement and enhanced financial resilience in line with the goals of
the Nagaasho Project. More specifically, to informing broader strategic planning, the findings the assessment will serve as the evidence base for designing
targeted innovation challenge briefs under the IFFS Champions Program, with the goal of piloting scalable solutions to food system gaps.
4. SCOPE OF WORK

Skills and qualifications

Applicants must have a master degree in Agriculture, Agribusiness, MBA, Developmental Studies or a related field. A minimum of seven years of experience in conducting market value chain or gender analyses, particularly in the Horn of Africa, is required.
The consultant should provide two similar works conducted with in the Somali context, and similar programs.
Candidates must demonstrate familiarity with Somali market systems, value chains, financial investments, and experience working with rural and displaced communities. Experience designing or supporting innovation challenges or similar entrepreneurship support mechanisms is an asset. Fluency in English and Somali, and strong
