CONSULTANCY TERMS OF REFERENCE
Knowledge, Attitudes and Practice (KAP) Survey
to Assess Community Perceptions on Education in Somalia

The Education for All Somalia (EFASOM) is seeking an Independent Consultant to provide consultancy services to conduct Knowledge, Attitudes and Practice (KAP) survey to establish whether perceptions of community members about education are changing in Somalia. The individual consultant will be developing KAP survey instruments and share with EFASOM for data collection; then conducting cleaning and analysis of data collected; and eventually compiling the final survey report.
The purpose of this KAP survey is to measure perceptions of community members about education in Somalia and is a part of the activities under the Education Out Loud Project funded by Oxfam Denmark and supported by Global Partnership for Education (GPE). The goal of the EOL project is to enhance equitable access to quality and inclusive education in Somalia by the end of 2026. The project will contribute to promotion of inclusive, gender responsive and equitable national education policies and systems through enhanced civil society capacities and participation in gender and inclusive education policy advocacy processes.
The KAP survey will seek to collect information on community perceptions towards education among marginalized communities in Somalia. The target communities include internally displaced persons, people with disabilities, communities affected by famine/drought, street children and communities affected by ethnic/clan conflicts and war. The tool will be used at baseline and end line to measure the changes in community perceptions towards education that can be attributed to EFASOM’s advocacy and community sensitization programs.
1. SCOPE OF WORK
The Independent Consultant will provide Consultancy Services in the following area(s):
Develop KAP survey instruments and share with EFASOM for data collection. Conduct cleaning and analysis of data collected.
Compile the final survey report.
On their part, EFASOM members will undertake the following tasks:
Organize collection of data at agreed sites in Somalia.
2. PERIOD OF CONTRACT
The consultancy agreement will be only 20 working days.
3. TARGET LOCATION AND BENEFICIARIES
This KAP survey will take place in agreed sites in Somalia and with guidance from the Consultant, EFASOM members will interview and discuss with Key informants and focus groups from some of selected education stakeholders, household heads, and the community. The survey will focus on the status of the out of school children as shown below table.

11. STATUS
The Consultant must be independent / individual, but not a company and nothing in this Agreement shall render the Independent Consultant an employee, worker, agent, or partner of EFASOM.
12. EXPERIENCE AND QUALIFICATIONS REQUIREMENTS
The independent consultant must have Relevance of education university degree in Anthropology, Sociology, Statistics or other relevant fields. At least 5-year work experience within humanitarian services is required.
