Job description

Job Title: WASH Project Manager Location: Somalia; Mogadishu (with occasional travel to Kismayo)

Planned State Date: 1st April 2026

Duration of Commitment: 1 year

Reporting to Job Holder: WASH Supervisor (MGQ), WASH Technical Officer (KMU)

 

Overall Purpose: Working as an important member of a diverse team who are committed to serving the world’s most vulnerable with practical and compassionate care the WASH Project Manager has a vital role to play in improving access to safe water, sanitation and hygiene practices for the target population. He/she effectively manages the assigned activities related to the WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff and contributing towards development of new WASH projects / proposals.

 

Project Overview:

Medair has been implementing integrated health, nutrition and WASH projects in Somalia since 2008. The current programme scope involves WASH infrastructure rehabilitation, water supply, sanitation, hygiene promotion at community level and health facilities, waste management at health facilities, and WASH emergency responses in urban and rural Somalia.

 

Major Duties and Responsibilities Technical WASH Management

·  Adhere to prescribed quality standards for construction of all water and sanitation structures, ensuring appropriate maintenance and sustainable processes are established

·  Ensure regular monitoring and evaluation assessments are conducted against project objectives and quality standards

·  Support the continual improvement of the processes and the technical implementation of the WASH programme

·  Provide input into the integration of beneficiary participation and accountability in all aspects of the project

·  Assess existing water, sanitation, and hygiene promotion activities and recommend actions to be taken

·  Assist in development of new proposals, linked to the country strategy

·  Prepare and/or review Bill of Quantities (BoQs) including materials, costing and work specifications

·  Maintain project data in data management platforms for completeness and accuracy

·  Prepare regular reports on WASH activities progress

 

Staff Management

·  Promote the duty of care and security of the staff of the designated project(s) by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices

·  Carry out WASH related trainings of other project staff such as Infection Prevention Control (IPC) measures, waste management etc.

·  Support assessment of recruitment for additional WASH staff including hiring, testing, interviewing and onboarding

·  Provide supportive line management to other WASH team members including performance reviews and training opportunities

Communication and Coordination

·  Develop and maintain regular, honest, transparent and supportive communication structures with Medair line and matrix managers, WASH team, and other sectoral and support staff to ensure thorough understanding of project progress (challenges and achievements).

·  Contribute to interactions with other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, WASH cluster, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships

·  Participate in WASH coordination meetings and other working groups or meetings, representing Medair and feeding back to  WASH team on relevant issues

 

Logistics

·  Follow procurement procedures and logistics procedures for all project purchases

·  Plan necessary procurements ahead to ensure timely availability of materials/contracted work

·  Provide quality evaluation of sample materials and evaluate potential contract bids according to specifications necessary

 

Quality Management

·  Implement relevant policies and standards relating to WASH service delivery including national, and international (standards, donor guidelines and other good practice. Ensure WASH projects are implemented in line with donor proposals and agreed standards. Communicate to line and matrix managers any challenges in achieving agreed standards.

·  Monitor and ensure contractors adhere to the quality guidelines as outlined in the BoQs and/or contract specifications and follow-up actions as required.

 

Financial Management

Manage the WASH budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance

Qualification / Experience

Vocational qualification

Higher Qualification (University level) in a related technical field including engineering

Work experience

2-3 year professional experience implementing WASH projects in similar context

Previous work with an international NGO

Languages

Good English and Somali (spoken and written)

 

IT

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

 

Good knowledge of CAD applications, AutoCAD, Autodesk and basic knowledge of structural designs

How to apply

Work Conditions:

Currently Medair operates in Mogadishu and Kismayo bases. Working hours are 8:00 until 4:30 pm, Sunday till Thursday. Security is of utmost importance and routine team briefings give information and advice both nationals and internationals to the evolving security status.
