Consultant Pool: TVET Programme  

Welthungerhilfe (WHH) Somalia is interested to speak to prospective applicants for the following roles, conditional to as-yet unconfirmed funding. 

1. Team Leader (Skills and Education Expert) 

Position Title: Team Leader (Skills and Education Expert) 
Location: Somalia (Hirshabelle-based with travel as required) 
Duration: 20 months 
Reporting to: Area Manager  
Status: Recruitment is conditional to project funding; this is not a confirmed offer. 

Role Summary: 
The Team Leader will oversee the overall planning, delivery, coordination, and quality assurance of a new TVET programme. S/he will serve as the primary focal point for coordination and project management, supervise key personnel, and ensure all deliverables are met on time and within scope. 

Qualifications and Experience: 

  • Master’s degree in education, economics, public health, engineering, or related field. 

  • Minimum of 10 years' experience managing large-scale training or education programs, particularly those focused on women and girls. 

  • Proven expertise in curriculum development, learning assessment, and student support systems. 

  • Strong leadership, coordination, and reporting skills. 

  • Fluency in English required; Somali language an asset. 

 

2. Curriculum Development Expert 

Position Title: Curriculum Development Expert 
Location: Somalia 
Duration: 20 months 
Reporting to: Team Leader 
Status: Recruitment is conditional to project funding; this is not a confirmed offer. 

Role Summary: 
The Curriculum Development Expert will lead the design, contextualisation, and quality assurance of learning materials for foundational education and accelerated basic education (ABE), aligned with best practice educational standards and adapted to adult women learners. 

Qualifications and Experience: 

  • Master’s degree in education, preferably with specialisation in curriculum studies or teacher education. 

  • At least 8 years of experience in curriculum design and review. 

  • Demonstrated expertise in accelerated education and teacher professional development. 

  • Familiarity with the Somali education system is a strong advantage. 

 

3. TVET Specialist 

Position Title: TVET Specialist 
Location: Somalia 
Duration: 20 months 
Reporting to: Team Leader 
Status: Recruitment is conditional to project funding; this is not a confirmed offer. 

Role Summary: 
The TVET Specialist will design and coordinate technical and vocational education components of the programme, ensure alignment with labour market needs, and establish linkages with employers for internships and work-based learning opportunities. 

Qualifications and Experience: 

  • Advanced degree in engineering, education, economics, or related field. 

  • Minimum 10 years’ experience in TVET or workforce development in fragile settings. 

  • Experience working with employers and on institutional capacity building. 

  • Fluency in English and Somali required. 

 

4. Gender-Based Violence (GBV) Officer 

Position Title: GBV Officer 
Location: Somalia 
Duration: 20 months 
Reporting to: Team Leader / Safeguarding Lead 
Status: Recruitment is conditional to project funding; this is not a confirmed offer. 

Role Summary: 
The GBV Officer will be responsible for mainstreaming GBV prevention and response across all activities, leading awareness campaigns, and ensuring survivor-centred approaches throughout the implementation. 

Qualifications and Experience: 

  • University degree in social sciences, law, project management, or related discipline. 

  • At least 5 years’ experience in GBV programming, including 3 years leading awareness campaigns. 

  • Strong understanding of survivor-centred principles and protection frameworks. 

  • Fluency in Somali and English required. 

  • Women are strongly encouraged to express interest.
