4. Responsibility for Logistics arrangements and Costs
Save the children will pay the consultant fee in installments and the consultant will cover
their own logistical arrangements and costs; including food, accommodation and local
transport and all cost associated with data collection work and other activities.
5. Taxation Provisions
Consultant shall be responsible for all Taxes arising from the consultancy in line with the
local Tax regulations applicable at the SCI contracting office named above.
6. Travel Requirements
The consultant will cover his travel costs (tickets) and arrange local travel to field sites.
7. Security Requirements
Consultant will comply with standard of Save the Children Security procedures, including
the completion of SCI online security training, adhering to the terms of access negotiation
and maintaining low profile while in Somalia
Skills and qualifications
The consultant/consulting firm should demonstrate the following minimum qualifications
and experience
Qualifications & Expertise: Minimum of a bachelor’s degree in social sciences or a closely
related field (e.g., Public Health, Nutrition, Health Sciences, Statistics, M&E). At least 5
years of experience in similar assignments, including project evaluations using quantitative
and qualitative methodologies. Master’s degree is preferred.
Recent Relevant Work: Verifiable track record of conducting comparable assessments or
evaluations within the past 3 years, including references or evidence of completed
assignments.
Evaluation & Methodological Experience: Demonstrated experience in project
evaluations and strong expertise in qualitative research methods, including study design,
data collection, analysis, and reporting. Experience with mixed methods is required.
Context & Field Experience: Experience working in Somalia or similar fragile/conflictaffected settings, with ability to operate in areas such as Dhuusamarreeb, Galmudug State,
and access required field locations securely.
Registration & Compliance:Consulting firms must be officially registered with the Federal
Government of Somalia and able to ensure compliant operations in-country.
Technical Capacity: Strong proficiency in data analysis and reporting tools (Excel and other
relevant software). Experience with quantitative analysis tools (e.g., SPSS/STATA) and
electronic data collection tools (e.g., KoboCollect/ODK) is an advantage.
Language & Communication Skills: Fluency in written and spoken English with proven
ability to produce high-quality analytical reports and communicate findings clearly. Somali
language fluency is required for field data collection teams.
Field Team Requirements: All field data collectors must be Somali nationals, fluent in
Somali, familiar with the local context, and experienced in community-based data
collection. Team should be appropriately structured to ensure gender balance and
effective field access.
