STTA (Short Term Technical Assistance) Site Supervisor

BACKGROUND INFORMATION 

 

        We are a project funded by USAID and implementing projects in Somalia.

             

PURPOSE  

The Project is intending to implement construction projects in Somalia, especially in Hirshabelle, Galmudug, Southwest and Jubbaland, and wants to pre-qualify site supervisors (Site engineers) who will technically support infrastructure projects in those locations, the pre-qualified site supervisors will form a pool of candidates who will be kept on our database and employed on need bases for the technical support, supervision, and monitoring of the projects construction projects.

OBJECTIVE 

The Site Supervisors will be responsible for daily supervision and quality monitoring of the construction activities, in addition, the site supervisor will also ensure environmental compliance, health, and safety are not jeopardized on the site during the activities.

PRIMARY RESPONSIBILITY AND TECHNICAL TASKS  

The responsibilities and duties include, but are not limited to the following, 

1)      Supervise the setting out and leveling of the site before and during the construction and installation activities.

2)      Ensure the subcontractor is implementing the required specifications and contractual requirements.

3)      Ensure the exact materials and equipment required are used and the laborers are always using PPE during their stay on the activity site. 

4)      Ensure that all materials used, and work performed are as per specifications and standards

5)      Oversee the selection and requisition of materials and equipment for Construction activities. 

6)      Document and report immediately on any planned changes in the work by the contractor, before any changes are affected.

7)      Conduct daily site supervision and regular inspections at critical phases of the project. 

8)      Oversee health, and safety matters on site by following and enforcing standards and procedures and complying with legal regulations under subcontract documents and specifications. 

 

9)      Document and maintain timely reporting on all issues of the construction (including volume of work done) in the site register daily. 

10)  Provide high-quality, interesting photos with clear captions and send them to the Program, M&E, and Engineering Department on a weekly basis. 

11)  Support the resolution of any unexpected technical difficulties and other problems that may arise with close coordination with the Engineering Department. 

12)  Prepare and share daily, weekly, and monthly reports with the Engineering department.

DELIVERABLES 

1)    Complete and comprehensive daily activity reporting due every working day before 1700 hrs. The report should include daily progress, quality issues, security status and any other challenge at site. (East African Time) with GPS-stamped photos of the progress of construction activities.  

2)    Weekly reporting (Weekly Progress Summary Reports, Weekly Progress Checklist, and Weekly EMMP Report) every Thursday by 1700 hrs. (East African Time), with GPS-stamped photos of the progress of construction activities.  

3)    Certify completion of each stage of construction before payment is made.  Maintain a Site Visit Report for every visitor.  

4)    Provide a final report on the construction achievements, Punch lists /SNAGS, the labor component, and the EMMP monitoring report. 

 

Skills and qualifications

·         Graduate in Civil Engineering with a minimum 4 years of construction supervision experience

·         Knowledge of reading and interpreting technical drawings and work plans. 

·         Excellent understanding of Civil Works, Electrical and Mechanical Works, Solar Systems and

·         Environmental Monitoring. 

·         Ability to use Word, Excel, and PowerPoint. 

·         Established credibility, integrity, and ability to set priorities and exercise flexibility were necessary.

·         Highly flexible and willing to work under conditions of ongoing change. 

·         Able to speak, read, and write in English and Somali.
