DESCRIPTION: Expression of Interest – Endline Survey for BHA Multi-Sector Emergency Response Project
World Vision is a relief, development, and advocacy organisation dedicated to working with children, families, and communities. We work with community members, supporting them to overcome poverty and injustice. Our aim is to lift poor and marginalised households out of the vicious cycle of dependence by addressing the underlying causes of vulnerability to environmental and socio-economic shocks.
Project Description
World Vision and four local partners are implementing the Multisector Emergency Response Project (MERP) in Somalia and Somaliland with funding support from the United States Agency for International Development (USAID) through the Bureau for Humanitarian Assistance (BHA). The Partner—African Relief and Development (ARD), Mandher Relief and Development Organization (MARDO) work in difficult-to-access areas in South West State (Bakool) and Jubaland (Luuq district of Gedo region), while WV is a direct implementer in Somaliland (Woqooyi Galbeed and Togdheer regions) and Doolow and luuq districts of Jubaland State. The action is also undertaken together with selected governmental line ministries (Ministry of Health), local authorities, community-level partners, and additional relevant stakeholders across the project districts. The goal of the project is to restore the well-being of vulnerable communities in Somalia affected by the aftermath of severe flooding, drought, and locusts affected communities including IDPs and host communities in Somalia and Somaliland. The number of people targeted is 330,616 (204,775F/125,841M).
WV proposes conducting an end-line survey to establish final values for all indicators that require data collection outside of regular project activities, as outlined in the M&E Plan and ITT. This survey will assess the project's progress toward achieving its intended objectives and outcomes. The results will provide key stakeholders with valuable insights into the success of the project, particularly in terms of service delivery to beneficiaries. More importantly, the end-line survey will generate recommendations and lessons learned that can inform ongoing and future World Vision projects. The study will be carried out externally using a participatory approach, involving partner organizations, line ministries, project participants, and communities.
Geographic Scope and Target Population
The project targets 7 districts, including the Burco and Odweyne districts of the Togdheer region, the Wajid and Huddur districts of the Bakool region, and the Luuq and Doolow districts in the Gedo region. And endline will take place in all the targeted districts. In addition, this survey will assess the progress made from the inception and the overall achievement of project outcomes.
Context
This end-line survey will be conducted with consideration of the contextual changes that occurred during the project implementation period, including communicable diseases, political tensions and elections in Somalia, droughts, flooding, and insecurity. The survey team will also analyze how these contextual changes have impacted project implementation and outcomes, as well as assess the effectiveness of adaptation efforts made by the implementing partners, communities, and other stakeholders.
The Project end-line survey will involve all stakeholders who were involved in the project design and expected to engage in implementation such as:
§ Community groups and committees to be involved in project implementation (WASH, H&N and Protection, FSL).
§ Implementing partners: African Relief and Development (ARD), Mandher Relief and Development Organization (MARDO).
§ The relevant line ministries (Ministry of Health, Ministry of Gender and Social Affairs, Ministry of Water and Mineral Resources, Ministry of Agriculture and Livestock)
Local Administration offices in the project implementation districts
This end-line survey has the following objectives:
· Establish final values for all indicators requiring data collection outside of regular project activities, as identified in the M&E Plan and ITT
· Describe findings by sector and sub-sector
· Summarize the project's final performance, including the performance of all indicators against baseline and targets, success stories, best practices, lessons learned, strengths and challenges in the activity design, and the perceptions of staff, participants, and other stakeholders.
· Assess, using statistical tests of comparison, the changes in measured values and observed conditions and practices
· Generate recommendations and lessons learned for ongoing and upcoming World Vision projects.
