FEDERAL GOVERNMENT OF SOMALIA

MINISTRY OF EDUCATION, CULTURE AND HIGHER EDUCATION-MOECHE

INVITATION TO BID FOR CONSULTANCY FOR NATIONAL CURRICULUM REVIEW  

1. Background

The Ministry of Education, Culture, and Higher Education of Somalia is undertaking a comprehensive review of the Somali National Curriculum to ensure relevance, inclusivity, and alignment with national development priorities and international standards. To support this process, the Ministry seeks to engage a Consultant for National Curriculum Review with proven expertise in curriculum development, review, and reform, particularly in competency-based approaches.

2. Objectives of the Assignment

  • Provide technical leadership in the review and reform of the Somali National Curriculum.
  • Ensure the curriculum reflects Somali cultural identity, linguistic diversity, and global competencies.
  • Strengthen curriculum frameworks to promote equity, inclusivity, and quality learning outcomes.
  • Support capacity building of national curriculum teams and stakeholders.

3. Scope of Work

The consultant will:

1.      Conduct a comprehensive audit of the existing curriculum framework.

2.      Review subject syllabi, learning outcomes, and assessment strategies.

3.      Align curriculum content with SDG4, UNESCO benchmarks, and regional best practices.

4.      Facilitate stakeholder consultations, including educators, policymakers, parents, learners, teachers, headteachers, religious and community leaders and civil society.

5.      Recommend reforms to strengthen literacy, numeracy, life skills, and civic education.

6.      Integrate competency-based curriculum principles into subject design, pedagogy, and assessment.

7.      Develop implementation strategies, including teacher training and phased rollout.

8.      Provide technical guidance on monitoring and evaluation mechanisms.

4. Key Deliverables

  • Inception Report: Detailing methodology, work plan, and timelines.
  • Curriculum Audit Report: Identifying strengths, gaps, and recommendations through both desk review and data collection.
  • Draft Revised Curriculum Framework: Including subject syllabi and competency-based learning outcomes.
  • Policy Recommendations: For curriculum reform and implementation.
  • Capacity-Building Workshops: For curriculum developers, teachers, and ministry staff.
  • Final Comprehensive Report: With actionable steps, phased implementation plan, and monitoring framework

5. Methodology

The consultant will employ a participatory and evidence-based approach, including:

  • Document Review: Analysis of existing curriculum, policies, and international benchmarks.
  • Stakeholder Consultations: Engaging educators, policymakers, parents, learners, teachers etc through workshops and focus groups.
  • Comparative Analysis: Reviewing curriculum models from regional and international contexts.
  • Competency-Based Frameworks: Applying global best practices in competency-based curriculum design and assessment.
  • Capacity Building: Training national teams to sustain curriculum reform processes.
  • Monitoring & Evaluation: Establishing indicators and tools to assess curriculum effectiveness and impact

5. Duration of Assignment

The consultancy is expected to last four months, with possible extension based on project needs and performance.

6. Reporting and Supervision

The consultant will report directly to the Chairman of the Curriculum Review Committee at the Ministry of Education, Culture, and Higher Education, and work closely with the Curriculum Department.

Skills and qualifications

APPLICATION REQUIREMENTS:

7. Required Qualifications

  • PhD in Education, preferably with specialization in curriculum development, review, or reform.
  • Minimum of 10 years’ experience in curriculum development and reform.
  • Demonstrated leadership in national or regional curriculum reform initiatives.
  • Proven expertise in competency-based curriculum design, implementation, and evaluation.
  • Strong understanding of education policy, pedagogy, and assessment reform.
  • Experience working in fragile and low-resource contexts.
  • Being Familiar with the Somali culture and language is considered an added value. given the importance of contextual knowledge and cultural relevance in curriculum reform
  • Excellent communication, facilitation, and report-writing skills

8. Evaluation Criteria

  • Understanding of assignment requirements and proposed methodology (15 points).
  • Qualifications and experience of proposed team members (15 points).
  • Relevant experience in similar projects, particularly in education technology and competency-based curriculum (15 points).
  • Quality and feasibility of proposed work plan (15 points).
  • Approach to capacity building and sustainability (10 points).
  • Understanding of Somalia’s context and challenges (10 points).
  • Total Technical Score: 75 points (minimum qualifying score: 75).
