TITLE: CONDUCTING POLICY GAP ASSESSMENT AND CAPACITY BUILDING FOR MOAI AND MOLFR AT
FEDERAL AND FEDERAL MEMBER STATE (FMS) LEVELS UNDER THE ADAPTIVE AGRICULTURE AND
RANGELAND REHABILITATION (A2R2) PROJECT.

The SADAR DEVELOPMENT AND RESILIENT INSTITUTE has received financing from the International Fund
for Agricultural Development (“the Fund” or “IFAD”) towards the cost of Adaptive Agriculture and Rangeland
Rehabilitation (“A2R2”). (“the client” or “procuring entity”), and intends to apply part of the proceeds for the
recruitment of consulting services, for which this REOI is issued.
1. Purpose and objectives of the Assignment.
Overall Objective of the Assignment
The Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project represents a cornerstone initiative under
the Federal Government of Somalia’s national strategy to build climate resilience, enhance agricultural
productivity, and restore degraded rangelands across arid and semi-arid regions. Implemented in partnership with
the International Fund for Agricultural Development (IFAD), the Global Environment Facility (GEF), and the
Global Agriculture and Food Security Program (GAFSP), the project is designed to strengthen both institutional
systems and community livelihoods through an integrated approach that combines policy reform, natural resource
management, and capacity enhancement.
The A2R2 Project operates in seven high-priority districts Belet Weyne, Baydhaba, Dhuusamarreeb, Galkacyo,
Cabudwaaq, Kismayo, and Bardere representing the diverse agro-ecological zones of Somalia’s Federal Member
States (FMS). The project seeks to directly benefit approximately 72,000 households through investments in water
harvesting, rangeland restoration, and climate-smart agriculture, while simultaneously improving the enabling
institutional environment at Federal and FMS levels.

Skills and qualifications

Specific Objectives of the Assignment
While A2R2’s community-level investments address immediate environmental and livelihood challenges, the
sustainability of these outcomes depends largely on the strength and functionality of national and state institutions.
Somalia’s ministries responsible for agriculture, livestock, and natural resources principally the Ministry of
Agriculture and Irrigation (MoAI) and the Ministry of Livestock, Forestry, and Range (MoLFR) are mandated to
lead policy formulation, extension support, and inter-sectoral coordination. However, their operational effectiveness

has historically been constrained by fragmented mandates, outdated policy frameworks, and limited technical
capacity.
Most of the sectoral policies guiding agricultural and livestock development were developed under short-term,
donor-driven initiatives with limited consultation and alignment. As a result, inconsistencies exist between Federal
and FMS frameworks, and between agriculture-related laws and environmental management regulations. In
practice, this leads to duplication of effort, weak inter-ministerial communication, and limited accountability.
Moreover, staff at both Federal and FMS levels often lack access to up-to-date technical training, data systems, and
managerial tools necessary to implement modern agricultural, irrigation, and rangeland programs.
Recognizing these systemic challenges, the A2R2 Project integrates a two-pronged institutional strengthening
component structured as two sequential but complementary assignments:
1. Task 1 - Policy Gap Assessment of MoAI and MoLFR
2. Task 2 - Training Workshops and Capacity-Building for MoAI and MoLFR

A Consultancy firm will be selected using the Qualifications-Based Selection (QBS) method set out in the
consultants’ selection.
The shortlisted consultant(s) will be provided with the detailed TORs and asked to submit a detailed technical
and financial offer. The evaluation will include a review and verification of qualifications and past performance,
including a reference check, prior to the contract award.
