Installation of CCTV and Fingerprint Access System at the NTRL Lab and MDR TB stores

Introduction:

The purpose of this document is to provide the Terms of Reference (TOR) for the procurement of a new Closed-Circuit Television (CCTV) system and Fingerprint Access System for the National Tuberculosis Reference Lab (NTRL) in Mogadishu, Somalia.

The objective is to enhance the security and access control measures within the NTRL premises.

Scope of Work:

The scope of work for this procurement project includes the following:

1. Supply and installation of a new CCTV system:

• Provide a detailed proposal for the CCTV system, including specifications, functionalities, and technical requirements.
• Install the CCTV cameras at strategic locations within the premises.
• Provide training to staff members on how to operate and manage the CCTV system effectively.

1. Supply and installation of a Fingerprint Access System:

• Provide a comprehensive proposal for the fingerprint access system, including hardware and software components.
• Install the fingerprint readers at designated entry and exit points throughout the NTRL.
• Integrate the fingerprint access system with security infrastructure, such as alarm systems and surveillance cameras.
• Ensure reliable and accurate identification of individuals using the fingerprint access system.
• Provide training to staff members on how to enrol users and manage the fingerprint access system.

Technical Requirements

The technical requirements for the CCTV and fingerprint access systems are as follows:

1. CCTV System:
2. High-definition (HD) video resolution with clear image quality.
3. Wide coverage with the ability to monitor all critical areas.
4. Day and night vision
5. Remote access and monitoring through a secure web-based interface or mobile application.
6. Storage capacity for a minimum of [30] days of recorded footage.
7. Motion detection and intelligent analytics features for proactive security monitoring.
8. Compliance with relevant industry standards and regulations.
9. Fingerprint Access System:
10. Biometric fingerprint readers with high accuracy and reliability.
11. Scalable system capable of handling many users.
12. Integration with the organization's existing access control infrastructure, if applicable.
13. User-friendly interface for easy enrollment and administration.
14. Audit trail and reporting functionality for monitoring access activities.
15. Support for different access levels and time restrictions.
16. Compliance with relevant security and privacy regulations.

Deliverables

The selected supplier/vendor shall be responsible for delivering the following:

1. Detailed technical specifications and proposals for the CCTV and fingerprint access systems.
2. Supply and installation of all necessary hardware and software components.
3. Integration of the systems with the existing security infrastructure, if applicable.
4. Training sessions for staff members on operating and managing the systems.
5. Comprehensive documentation, including user manuals and system configuration details.
6. Warranty and support services for the supplied equipment

Evaluation Criteria:

1. MANDATORY DOCUMENTS REQUIREMENT

Interested bidders MUST provide the following documents, failure in which will lead to automatic disqualification:

1. Provide a certified copy of a certificate of business registration, Certificate of incorporation, business license or similar document.
2. Provide a certified copy of tax registration, tax clearance certificates or similar documents
3. Provide references from previous clients.

TECHNICAL EVALUATION

The evaluation of proposals received from potential suppliers/vendors will be based on the following criteria:

1. Compliance with technical requirements outlined in this TOR.
2. Experience and track record of the supplier/vendor in delivering similar projects.
3. Cost-effectiveness and value for money.
4. Warranty and after-sales support services.
5. Timelines and project implementation plan.

FINANCIAL PROPOSAL:

Bidders should submit their financial proposal in the format with Technical Specifications shown below. The financial proposal should include the following:

• Breakdown of Activity Description (As per Technical Specification)
• Unit Cost
• Installation Rates (where applicable)

Bids become eligible and will be opened only if they have been submitted through the provided email ([email protected]) on/before Wednesday 02nd August 2023.
