IMPLEMENTATION AND TECHNICAL OFFICERS (PROJECT OFFICERS) (10 POSITIONS-ONE PER DISTRICT) -1 YEAR CONTRACT EMPLOYMENT TERM: REGULAR
POSITION LOCATION: KISMAAYO, BAARDHEERE, JOWHAR, BALCAD, BAIDOA, DIINSOOR, BERDAALE, MARKA, AFGOOYE, BANADIR REF: VA/3/4/22
Scope of Work
The Implementation and Technical Officer will be responsible to assist the project team members in implementing all work plan related activities at the district level. The Implementation and Technical Officer will be responsible for community engagement activities, school engagement, teachers support, and implementing the BAB capacity building activities at the district (s) level within each Federal Member State (FMS) and region along with other field team members. The Implementation and Technical Officer will work closely with BAB implementation and technical team as well as other implementing partners and relevant MoE officials and local authorities at the district level to plan and implement project activities with a focus on capacity building efforts, including capacity assessments of target schools and teachers, providing technical oversight to ensure quality implementation of activities, support data collection and preparations for various school level capacity building events.
Duties and Responsibilities
- Through regular community level engagement ensure student attendance, retention and dropout prevention.
- Regularly engage relevant community members to strengthen community engagement.
- Regularly engage with community education committees, parents and teachers in support of improved learning outcomes for students.
- Work closely with Community Education Committees (CECs) on program implementation and schools’ management related areas.
- Responsible for implementation of all project activities at the district and school level.
- Overseeing the implementation of teacher training, coaching, and working with schools and MoEs on teacher’s continuous professional development.
- Assist and coordinate process of capacity building efforts at district level based on the guidance of the project team.
- Liaise with District Education Officers (DEOs), Regional Education Officers (REOs), Implementing partners (if any) and other stockholders on all program aspects under guidance from the project team.
- Assist the program team in all program and operations relevant activities at both district and provincial levels in close coordination with the relevant supervisor and concerned program support units.
- Assist the program team in maintaining effective working relations with DEOs, REOs, headteachers and involved stockholders in all program’s relevant activities in an appropriate manner.
- Work closely with BAB Grantees, monitor the implementation of Grants and provide necessary technical assistance when necessary and with guidance from the project team.
- Update the project team regarding progress of work regularly.
- Perform any other task assigned by the management and direct supervisor.
- Assist and support the project team on security matters under guidance and direction of the Project Security Officer (PSO).
- Under the guidance and direction of the Project Security Officer (PSO), act as a Security Focal Point (SFP) in the districts. Establish and maintain close working relationships with all stakeholders for the coordination and liaison on security matters, including the collection and reporting of security information and incidents. Perform any ad hoc security tasks under guidance and direction of the PSO.
Reporting & Supervision: The Implementation and Technical Officer (project officer) will report to the Field Coordinators.
Skills and qualifications
- Diploma or bachelor’s degree in social science, development studies, education or related field. Knowledge of district and local contexts including socio-geographic knowledge.
- At least two (2) year of experience in education with minimum of 1 years’ experience specific to education programs implementation in the field (within one of the concerned districts for which the candidate applied).
- Knowledge of current national and international strategies on access, equity, and quality education policies and models.
- Must have previous experience of capacity building of teachers and community education committees.
- Must be familiar with Somalia education system and how schools’ function in Somalia.
- Previous work with governmental institution (particularly education sector) preferred.
- Ability to write quality narrative reports and any other document as per the project requirements.
- Good interpersonal and communication skills
- Must be able to engage positively and productively with a diverse population of team members, stakeholder and government counterparts.
- Must have a valid Somali passport, or at least valid Somali national ID card.
- Must be willing to travel to the project target locations/ remote areas.
