A. Background

 

SaMTEC was established and became functional in 2010. SaMTEC is a non-profit educational institution. The college is first of its kind in Jubaland State of Somalia and leading Technical and Vocational Education (TVET) in Somalia. SaMTEC is the only vocational education centre in Gedo region and one of the best in the whole of Somalia. The main SaMTEC campus is in Beled-Hawa town, with a mix of students coming from neighbouring Kenya and Ethiopia.

 

In order to deliver effectively on our goals, there is need to develop a strategic plan to review our context considering both current realities and future possibilities, reconfirm our vision, mission, strategic goals and approach, and design a roadmap for the next strategic timeframe. The proposed strategic timeframe is five years. SaMTEC intends to undertake this strategic planning exercise through the guidance of a consultant.

 

B. Description of the Purpose of the Assignment

 

The purpose of the assignment is to assess the performance of the SaMTEC strategy over the past five years and clearly define the progress made in line with the objectives that were set demonstrating clear outcomes and results. Despite the progress made, the review will also present the shortcomings and provide us with lessons learnt and recommendations for better performance in the next strategic period (2024-2028). The strategic development consultant will facilitate both a strategic organizational review and the development of new strategic plan. The review process will largely be a comprehensive Organizational Capacity Assessment (OCA). The development process will include environmental scan, stakeholder mapping, analysis and engagement, and formulation of the new strategic plan. This will be a consultative process engaging all key stakeholders and partners of the institution.

C. Scope of Work

 

At the end of this consultancy, we expect that SaMTEC will have a new strategic plan (2024-2028) based on the achievements brought forward from the previous strategic plans. To achieve this, the consultant will review and guide SaMTEC in clearly defining: -

 

1)      Develop a sound methodology that grounds the strategic planning process and facilitates both review and planning aspects through a participatory process

2)      Review of previous performances over the last 5 years

3)      Review of vision, mission, strategic priority goals, and objectives based on the outcomes of the review; including priority focus areas for the strategic plan period

4)      Stakeholder map and identify relevant strategies to engage with  them to advance the stated objectives

5)      Conduct a comprehensive Organizational Capacity Assessment (OCA) including institutional analysis including stock-taking of human and financial resources

6)      Situational context, through a SWOT, PESTEL, and other relevant analysis

7)      Facilitate consultative meetings with target beneficiaries, relevant Government Ministries, Federal States, development partners, and other stakeholders

8)      Sustainability component; including proposals for effective financial and human resource strategies

9)      Risk analysis and management approaches

10)  Functional institutional and coordination structure

11)  Monitoring and evaluation framework to enable effective tracking of the strategic plan

12)  Costing of the strategic plan.

 

D. Expected Outputs and Deliverables

 

At the end of this consultancy, the consultant (individual/ firm) will be expected to have submitted the following key deliverables:

 

1)      Inception report outlining the procedures, methods, strategies, and timelines involved in undertaking performance review and development of the Strategic Plan

2)      Institutional Strengthening Plan documenting the actions required to address identified gaps, expected results, resources, and timeframe

3)      A Stakeholder Feedback Report detailing the identified stakeholders, key findings, and recommendations informed during the strategic planning and validation workshops

4)      A Five-Year Elaborate Strategic Plan covering the period 2024-2028 alongside a theory of change, SWOT, PESTEL analysis, detailed implementation matrix for 2024-2028, corresponding implementation budget, and reviewed organogram

5)      Resource Mobilization Strategy relevant to SaMTEC

6)      An Operational Annual Targets detailing strategies, key activities, performance indicators, targets, budget and responsibilities

7)      A robust Monitoring, Evaluation, Accountability & Learning (MEAL) Framework

8)      A Consultancy Report that includes the major activities of the consultancy, highlights of the strategic planning and validation workshops, and the evaluation of the workshops.

Skills and qualifications

Expert Profile

 

In order to be selected for this assignment, the Lead Consultant must possess the following among other Academic and Professional qualifications:

 

1)      A minimum of a post-graduate qualification in the field of Strategic Management, Education, and/ or management or in a related field

2)      Minimum of 10 years of experience in strategic planning in the education sector

3)      Knowledge of the Technical Vocational Education and Training (TVET) desirable

4)      Excellent communication and facilitation skills.

5)      Highly motivated and committed to the youth skill development.

 

F. Selection Criteria

 

The consultant will submit a Proporal to SaMTEC , including the following:

 

1)      A suitability statement; including commitment to his/her availability for the entire assignment

2)      Updated curriculum vitae that clearly spells out qualifications and experience for the expert to be involved in relation to this assignment

3)      Contacts of 3 institutions that have recently contracted the consultant to carry out a similar assignment.

 

G. Confidentiality of Information

 

All documents and data collected in the process of the consultancy will be treated as confidential and used solely to facilitate the consultancy assignment. All information to which the consultant shall receive access to shall at all times be treated as the property of SaMTEC and shall not be disclosed saved for where express permission has been granted as such.

 

H. Consultancy Duration

 

The strategic planning exercise is expected to be fully completed by 31st March 2024. The consultant will submit a detailed plan of work as part of the Proposal.
