The role of the Gender Based Violence Officer will be lead the implementation of Component 1 of the Rajo Kaaba Project in Banadir/SWS State. The project seeks to deliver a 12-month integrated education and vocational training program targeting 6,000 young women and 1,000 young men aged 15–35. The GBV will be responsible for the technical leadership related to implementation of the GBV/CP and entire protection program, ensure timely and quality implementation of the work plan in coordination with program teams. A key aspect of the role will be to ensure that essential and lifesaving GBV services, including comprehensive case management and psychosocial support, are available and delivered in accordance with international standards. The GBV Officer will oversee the quality and monitoring of these services, gathering relevant information to inform ongoing programming priorities. He/she will also represent CARE in GBV cluster meetings and other coordination forums and work closely with government and non-governmental agencies to ensure effective collaboration and alignment of safeguarding efforts.
Additionally, the GBV Officer will ensure that all project staff and participants comply with CARE’s
safeguarding standards. This includes managing safeguarding concerns that may arise through the project and ensuring that they are handled appropriately. The role also involves ensuring adherence to CARE’s internal systems and procedures and overseeing the timely and effective completion of all project activities. Finally, the GBV Officer will contribute to building a community of practice within CARE Somalia that fosters reflection and learning, ultimately strengthening the prevention and response capacity across all programs and enhancing the overall protective environment for beneficiaries.

II. RESPONSIBILITIES and TASKS
Ensuring and Enhancing the Protective Environment
• Ensure all program activities align with CARE’s safeguarding standards and those of MOECHE/FMS MOEs.
• Ensure CARE’s Feedback and Accountability Mechanism (FAM) entry points are appropriate, accessible, and well-publicized, considering the specific subgroups and contexts of the Rajo Kaaba project.
• Monitor the uptake and effectiveness of FAM systems, including case handling procedures, and provide documented internal feedback for continuous improvement.
• Engage regularly with learners, Community Education Committees (CECs), and other stakeholders to raise awareness about CARE’s safeguarding provisions and standards.
• Ensure implementation of CARE’s safeguarding protocols for adult-minor and child-to-child interactions and share relevant standards and SOPs for external visitors to ensure safe engagement with project beneficiaries.
• Build the safeguarding capacity of the Rajo Kaaba team by delivering or facilitating training and awareness sessions as needed.
• Review the project risk registers regularly to ensure safeguarding risks are addressed and mitigation actions are practical and monitored.
• Collaborate with program teams to assess and adapt activities through a safeguarding lens to enhance protective outcomes.
• Ensure dissemination of IEC materials supporting FAM and safeguarding awareness in communities and monitor their reach and effectiveness.
Quality, Timely and Safe Case/Issue Handling
• Provide accurate, confidential, and ethically obtained case information for entry into CARE’s FAM system to ensure safe follow-up and handling.
• Follow up on disclosures and complaints in line with CARE/MOECHE protocols, respecting the principle of confidentiality and the ‘need to know’ basis.
• Conduct regular checks on service availability and quality, updating referral maps as needed based on findings or user feedback.
• Support the planning, implementation, and monitoring of protection activities in alignment with sector work plans.
• Respond promptly to protection risks or violations affecting learners in the project areas.
• Establish and maintain positive relationships with local communities, IDPs, and stakeholders to support the protection of vulnerable groups.
• Support GBV survivors with comprehensive services including psychosocial first aid, case management, and material support using a survivor-centered approach.
• Coordinate awareness campaigns on GBV and engage relevant stakeholders and community leaders in support of protection goals.
• Assist in training partners, communities, and other stakeholders to strengthen their knowledge of international protection principles and practices.
• Provide day-to-day mentoring and coaching to teachers, and CP/GBV focal points to improve the quality of services.
• Represent CARE at safeguarding/protection coordination forums including CPWG, GBVWG, and the Protection Cluster, ensuring information exchange and advocacy for CARE’s beneficiaries.
• Promote adherence to internationally accepted protection standards across all CARE interventions.
• Conduct quarterly safeguarding and gender mainstreaming exercises with the MEAL in the Education and Gender Quality pillar
Program Reporting, Learning, and External Coordination
• Monthly Team Meetings: Share the project’s status and providing non-identifying headline data on any active cases or initiatives being undertaken on Arajo Kaaba, in line with expected confidentiality protocols.
• Quarterly Review Meetings: Routinely present progress against key safeguarding milestones and lessons learnt, providing essential safeguarding information/updates and/or capacity building to the team as required.
• Providing guidance on mainstreaming safeguarding language in reports, and/or contributing to the same.
• Represent CARE in the Protection Cluster, GBV and Child Protection sub-clusters, and Somali Disability Cluster meetings, ensuring program-relevant information is communicated to management.
• Participate in internal protection-related meetings and collaborate with other safeguarding/protection staff as required.
• Draft and submit monthly, quarterly, and annual reports, along with other internal reports, to the Team Leader.
• Ensure relevant tools for safeguarding/protection reporting are in place and provide detailed statistical report in aligned with the MEAL guidance.
• Liaise with MOECHE, FMS MOEs as appropriate, to obtain maximum benefit and efficient use of resources in the implementation of Rajo Kaaba project.
Monitoring and Field Visits
• Conduct initial needs/gaps and capacity assessments on safeguarding in close coordination with MEAL team.
• Ensure safe and ethical data collection, storage, analysis, and maintain confidential / accurate monitoring records of program participants with strict adherence to information sharing protocols.
• Document safeguarding methodologies, lessons learned and collect case studies to inform adaptive programming.
Other Duties
• Notify the team leader any discrepancy, serious incident or any urgent information that may need immediate consideration regarding day-to-day project activities.
• Fulfill any additional assignments as deemed necessary by the organization.
II.AUTHORITY
- The Safeguarding Officer reports directly to the Team Leader. S/he does not directly supervise other staff, but maintains strong horizontal relations with project staff. No financial management responsibility.

Skills and qualifications
IV. QUALIFICATIONS
Education: University degree in social sciences, law, project management, or a related field.
Experience:
• Minimum of five (5) years of professional experience in GBV prevention and response, including at least three (3) years conducting awareness campaigns on women’s rights, gender equality, GBV, and/or reproductive health.
• Experience working with vulnerable groups (e.g., IDPs, persons with disabilities, older people) on safeguarding or protection is an asset.
• Experience in psychological first aid and GBV case management in line with IASC minimum standards and donor requirements.
• Demonstrated ability to conduct needs assessments, situation analyses, and deliver trainings or workshops on protection topics.
• Experience working in insecure environments and handling sensitive issues, including representation in cluster meetings and coordination forums.
Skills and Knowledge:
• Strong understanding of GBV guiding principles, ethical standards, and good practices in prevention and response.
• Knowledge of child protection, safeguarding, and gender/protection mainstreaming across sectors.
• Familiarity with GBVIMS and CPIMS is an added advantage.
• Excellent report writing, analytical, and communication skills.
• Skills in behavior change communication and mentoring of protection peer leaders.
• Proven ability to establish effective working relationships with diverse stakeholders and to work collaboratively within multicultural teams.
• Ability to work independently, under pressure, and meet time-sensitive deadlines while producing high-quality outputs.
Languages:
• Fluency in written and spoken Somali and English is required.
