Job Title: Gender-Based Violence (GBV) Officer
Reports to: Team Leader – Skills and Education Expert
Terms: Approx. 20 months of work over a 24-month period.
Salary: GB4 Step 1
Requirements: This position is available in two locations, with one post each in Mogadishu and Baidoa.

Role Purpose:
Concern has been shortlisted to implement the Empowering Women through Education and Skills Project (Rajo Kaaba), aimed at supporting adolescent girls and women to gain literacy, life skills, and vocational training to improve their livelihoods.
As part of this, Concern is recruiting a GBV Officer to lead gender-based violence
prevention and response within the Rajo Kaaba Project. The role focuses on community engagement, survivor support, and capacity building to ensure safe,
inclusive learning environments for women, girls, and other vulnerable learners. It also aligns with Concern’s Education Programme Strategy by promoting learner wellbeing and addressing social barriers through integrated protection and education programming.
PLEASE NOTE, THIS ROLE IS CONTINGENT ON FUNDING BEING SECURED.
Responsibilities:
Lead the design and implementation of GBV risk prevention, mitigation and management strategies across the project, ensuring alignment with donor safeguarding requirements and organisational policies.
Develop, update, and enforce GBV prevention procedures, ensuring they reflect best practices and
the local context.
Act as the main point of contact for GBV issues and manage reporting systems for this project.
Deliver comprehensive GBV training and awareness-raising activities for programme team, partners and stakeholders
Liaise with local authorities, community leaders, and other stakeholders to foster a safe environment
and ensure alignment with local GBV regulations and practices.
Effectively communicate GBV findings to the Team Leader, programme staff and other stakeholders to facilitate informed decision-making.
§ Ensure the application of Concern policies & procedures, Program Participants Protection Policy, Code of Conduct and Core Humanitarian Standards and assist in their proper applications.
§ Responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos
§ Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
Accountability and Safeguarding
§ In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E as well as during project closure);
§ Work with research partners to ensure that people involved in the research are aware of Concern’s
Feedback, Complaints and Response Mechanism (FCRM) and know how to access it and that it is functional and accessible and that feedback and complaints are welcomed and addressed;
§ Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected research staff behaviour is disseminated among programme participants and communities.

Skills and qualifications
Role Holder Requirements:
Education:
§ University degree, in social sciences, law, project management, or any other similar discipline.
Experience:
§ At least five (5) years of overall professional experience, in supervising GBV prevention and response activities.
§ At least Three (3) years’ experience in conducting awareness campaigns on women's rights, gender equality, GBV, and / or reproductive health considered an asset.
§ Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV.
§ Excellent command of Somali and English and strong ability to write reports and conduct trainings, Females are strongly encouraged for this role.
